Commissioner Goode stated, we're dealing with a specific issue, but your saying representation <br />and individual feelings and thoughts, and should this Charter Commission be talking about a <br />mechanism that allows citizens to come forward in getting their thoughts and feelings across on <br />any issue. <br /> <br />Mr. Hendriksen stated, a Police Department was voted on by the citizens and this is the same <br />mechanism we chose for this. <br /> <br />Commissioner Goode stated that you are trying to use the MUSA to establish character of a City in <br />the future. Do we as a Charter Commission keep reacting to Charter amendments or are we pro- <br />active to take care of similar issues by an amendment to take care of all issues such as bridges, etc. <br />It appears that the people of the community have access to the plan and they have the ability to <br />change it. <br /> <br />City Administrator Schroeder provided a discussion about the 153rd Avenue crosstown arterial as <br />an example of where the City Council made a decision that they felt was perhaps not desired by the <br />citizens of a single neighborhood, but the roadway needed to be completed for the greater good of <br />the community as they saw it. <br /> <br />Mr. Hendriksen stated that the voters should decide what is the greater good, not an individual <br />neighborhood or a small group. <br /> <br />Motion by Commissioner Goode and seconded by Commissioner Mare to receive the proposed <br />Charter amendment, with the understanding that it will be submitted to the Council on an <br />appropriate schedule. <br /> <br />Motion carded. Voting Yes: <br />Marn, Netzloff, Spain-Brist. <br />Swokowski. <br /> <br />Chairperson Steffen, Commissioners Donovan, Goode, Kiefer, <br />Voting No: None. Absent: Commissioners Nelson and <br /> <br />Chairperson Steffen asked, does the Charter Commission want to take up this issue, or make a <br />presentation to the Council. <br /> <br />Commissioner Goode suggested having it on the agenda for the August meeting, maybe providing <br />for a broader base discussion later. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commission Goode and seconded by Commissioner Donovan to adjourn the meeting. <br /> <br />Motion carded. Voting Yes: <br />Marn, Netzloff, Spain-Brist. <br />Swokowski. <br /> <br />Chairperson Steffen, Commissioners Donovan, Goode, Kiefer, <br />Voting No: None.
