He reiterated that he cannot fred <br />anything that's more equitable than 50/50. It's logical that a fie-breaker would be resolved <br />by the City Council and if other's agree with that, the Charter should not be changed. <br /> <br />Commissioner Donovan agreed that the Charter should not be changed. He felt it would <br />raise barriers and make things more difficult. If there are special considerations to be <br />made, City Council will make that judgement call. <br /> <br />Commissioner Netzloff expressed agreement with having the City Council make the final <br />decisions. <br /> <br />Commissioner Spain-Brist arrived. <br /> <br />Chairperson Steffen stated he is troubled by what happens if the Charter Commission <br />simply does not do anything with this. Because of the political atmosphere, he would <br />prefer to have a studied response on the matter than to just drop it. "I would like to be <br />more proactive right now." <br /> <br />Commissioner Kiefer stated he did not have a problem with things staying the way they are <br />now; it's worked thus far. <br /> <br />Commissioner Donovan commented that the present policy is most fair to all involved - to <br />weight it one way or another seems unfair. <br /> <br />Mr. Schroeder offered that staff could prepare a findings of fact based on the minutes for <br />Charter to review at their next meeting. The findings would state a rationale for the policy. <br /> <br />Chairperson Steffen stated that the current provision is an example of allowing almost a <br />"town meeting of democratic action" to occur. "It's almost an ideal democracy in action; <br />all voices are heard." The only time it becomes necessary for a judgement call is when <br />there is a tie and it is logical that the City Council should make that decision as they are the <br />ones who have heard all sides; they are the ones who should determine what's in the best <br />interest of the City. <br /> <br />Commissioner Donovan stated that the current public improvement process is already <br />somewhat more rigorous than State Statutes and questioned why we would want to be even <br />more rigorous. <br /> <br />CALL TO ORDER <br /> <br />Chairperson Steffen called the regular meeting of the Charter Commission to order at 8:10 <br />p.m. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />Charter Commission/November 30, 1995 <br /> Page 2 of 6 <br /> <br /> <br />
