Finance Officer Hart did not think this budget is taking that into consideration as there was no prior
mention of this. The 1996 budget for this would be virtually doubled then. She asked that the
Police Department double check this and report back.

#2260 Traffic Engineering

Public Works Supervisor Mede Mevissen stated he based some of his estimates/requests on what
was actually spent in 1994. A lot of the requests are pretty much the same as last year, no real
increases.

#22240 Building Inspection

City Engineer Jankowski stated that the Metropolitan Council may be looking to the City to do
septic system inspections. The budget, status quo, should be adequate for what we are doing
now, but if we are to be doing septic system inspections, a 3/4 time person would have to be
added. Initially, enforcing septic pumping would take a lot of time.

#3301 Public Works

City Engineer Jankowski commented that there are not a lot of changes from 1995. With regard to
engineering, g43303 - engineering fees - those numbers are basically for consultants.

#3311 Street Maintenance

Public Works Supervisor Mevissen explained that office supplies went up because of moving to
the new building - cleaning expenses remain about the same. Shop supplies are up based on the
actual 1994 budget. Building supplies are up considerably due to shelves, etc. for the new
building. Training is about the same - utilities are hard to estimate because of the new facility. He
commented that the street sweeping venture with the City of Andover did not work very well. Mr.
Mevissen continued with capital equipment. He asked that the loader be replaced. They were
down about two months because they were waiting for it to be rebuilt. The next size bigger loader
will have a plow and wing on it. We are still using the 1972 grader; this would take the place of
that. He asked to drop the 3/4 ton truck and replace it with the cab and chassis that is farther down
on the "wish list". "That's our water track with approximately 300,000 miles on it. I would like
that replaced - probably about the same amount of money. He stated he would like a late model
used one.

Mr. Schroeder inquired if the tank could be placed on trailer.

Mr. Mevissen felt that would be okay for the roads but not on the hockey rinks. He suggested
dropping one of the sander units. He commented that a lube center and hoist would be really nice
to have as would a skid steer loader. With regard to the tractor with the mowing equipment, he
stated he would like to have gone together with the Park Department on that; however, that
department got the monster mower. He felt that because of the large amount of money for the
tractor/mower, he could do without it. He suggested there is a need for another worker to get the
increased load of work done. He stated he has two part-time kids now, and they are good, but
someone has to be with them all the time.

Mayor Hardin inquired if Mr. Mevissen had a list of things that his department is not getting done
that would get done if there was more personnel and, if not, to put a list together.

Budget Committee/August 9, 1995
