She added that there would probably <br />be minimum values established. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to <br />recommend City Council adopt the resolution declaring surplus property and authorizing <br />the sale of same. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen <br />and Peterson. Voting No: None. <br /> <br />Case 6t2: Authorize Architectural Services <br /> <br />City Adminislzator Schroeder reported that there have been changes to the schematics for <br />the police building since the last time it was presented to Council. As a result of the <br />changes, the Police Department was surveyed once again and the final outcome of the <br />survey is presented in the case. Mr. Schroeder stated that he has been talking with design- <br />build firms regarding the process. As part of a design-build with no amendments in the <br />plan beyond code compliance, the architectural/engineering would be under $15,000. At <br />this time, we could bid out the project with those fees included or we could complete the <br />consu'ucfion floor plans and bid those out. The fa'st would be publicly bid. The second <br />option would result in us receiving service proposals, completing that phase and bidding <br />that. He presented the list of the fmms he's proposing to solicit interest levels from. He <br />felt a fall project was not feasible. He recommended we get bids to include the architectural <br />engineering in the package. <br /> <br />Upon inquiry, Chief Auspos and Sergeant Gustafson stated they were in agreement with all <br />stated. Chief Auspos felt it would save money and time. <br /> <br />Mayor Hardin asked to have M A Mortenson removed from the list of firms as he has a <br />family member employed there. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Zimmerman to <br />recommend that City Council direct the City Administrator to solicit construction bids, <br />including the above, pursuant to the design as amended. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen <br />and Peterson. Voting No: None. <br /> <br />Case #3: Property Acquisition <br /> <br />City Administrator Schroeder explained that the City is currentiy negotiating on various <br />parcels of property necessary for roadway or utility purposes. There are three different <br />parcels. Altron Parcel: In order to complete the Sunwood Drive project within the Anoka <br />Electric Cooperative (AEC) development, we need to acquire 31,920 square feet from <br />Altron. The newest, most northern alignment leaves a remnant parcel of 55,939 square <br />feet, of which 19,404 is wetland. Mr. Phillips of Akron has requested that both the right- <br />of-way and the remnant be purchased. Bury & Carlson parcel: For the AEC sewer line, <br />we need to acquire property from Ed and Lora Hamilton, Commercial Asphalt, <br />Royal/AMCOR Concrete and Bury & Carlson. The City has a purchase agreement with the <br />Hamiltons. With regard to the Bury parcel, we are proposing to acquire a total of 2.89 <br />acres (125,880 square feet). Kurak Parcels: The purchase would be of a utility easement <br />for the elementary school sewer line project as well as right-of-way. Adjacent property <br />relates to remnants created by what we are doing. He stated he has a verbal agreement with <br />Altron.
