NOTE PLANNING COMMISSION MEETING MINUTES The Park and Recreation Commission so notes the following: 1. Planning Commission public hearing and regular meeting minutes dated November 1, 1994. 2. COMMISSION BUSINESS: Case #1: PUBLIC HEARING ON THE PARK AND TRAIL LOCATION PLAN Chairperson Hetland explained that the Park and Trail Location Plan is a planning document for the Commission and that most elements of the plan are not yet scheduled for development. Parks/Utilities Supervisor Boos gave an overview and background of the plan explaining the differences between the trail types. Tom Kurak, 15001 Sunfish Boulevard, stated that a trail around Sunfish Lake would make it impossible for property owners to develop lakeshore properties. He feels that this trail will detract from real estate property values. Mr. Kurak also believes that the property along the Mississippi River is being held for fu'st class development and that a trail there will take private property owners rights away. He also indicated that the proposed park at Sunfish Blvd. N.W. and 153rd Ave. N.W. was swamp and that the proposed park at TH #116 and Ramsey Blvd. N.W. was too large. Mr. Kurak read a letter from Bob and Sharon Bruns, 14851Sunfish Lake Boulevard, who were unable to attend the meeting. The Bruns' strongly oppose the proposed trail and park development around Sunfish Lake. They feel that a path surrounding the lake will have a detrimental effect on the wildlife in the area. The Bruns' don't feel that more parks and paths should be developed until the current ones can be well maintained. Another concern is police protection of these areas to alleviate vandalism and harassment. Lastly, they are concerned about the effect the trail would have on their property value as they would no longer have lakeshore property. Ben Deemer, 14521 Sunfish Lake Blvd. N.W., reiterated the same concerns as Mr. Kurak and the Bruns' relative to property values, development potentials and the loss of wildlife habitat, and he indicated that he will not sell the lakeshore to the City. He feels that the proposed trail/park from Greenland Hills east to 153rd Ave. would be vastly expensive because of all the open water that would need to be crossed. Mr. Deemer also felt that the Commission was misleading the public with an incorrect map. Mr. Boos explained that although changes had not been made to the map, verbiage was included with the packet explaining what those changes should be.
