City Administrator Schroeder commented on the all-purpose trail between Northfork and <br />Traprock and the users of the trail; also the trail on the Environmental Learning Area and <br />what the municipal trail will impact. He suggested there are differing opinions of what <br />comprehensive planning is. "We tend to get wrapped up in how will this affect my life and <br />the life of my friends, etc. In this comprehensive process, we have not been able to get <br />over that hurdle." <br /> <br />Chairperson Hetland stated that the City Council seems to be acting on issues of today and <br />not 25 years down the road. <br /> <br />Mr. Schroeder suggested that the City Council is trying to have that vision, but the input <br />they are receiving are from folks who do not. <br /> <br />Commissioner Cook commented that two people have expressed opposition to trails in their <br />back yard but we are trying to give trails to 16,000 people. <br /> <br />Commissioner Henn felt the the Commission should review the plan again if Council <br />changes it as the "newcomers" to the City should know why we came up with what we <br />did. <br /> <br />Commissioner Cook voiced that the Committee should look at changes and not just be a <br />"rubber stamp committee". If it doesn't make sense to change it, then we won't suggest <br />changes. <br /> <br />Mr. Boos encouraged the Commissioners to attend the Council meeting on April 25th. He <br />felt that it's better to have Council hear suggestions from Commission members as opposed <br />to Staff. He then called attention to a letter from Bob and Sharon Bruns who are concerned <br />about the dotted line on the map which shows a trail in their back yard. He has informed <br />the Bruns that the map may change, plus the fact that it is difficult to show the exact <br />location on a map. <br /> <br />Chairperson Hetland commented that a trail will only exist on private property if the <br />landowner allows it to exist. <br /> <br />Mr. Schroeder added that if the City says "here's where a trail should be", we will attempt <br />to get land one way or another. Cities use their eminent domain all the time to make things <br />happen. <br /> <br />Chairperson Hetland stated we are not in the business to do that at the present time; it will <br />not happen overnight. <br /> <br />Commissioner Skinner felt that there are a few people who think that's what we are going <br />to do.
