Motion carried. Voting Yes: Chairperson Hetland, Commissioners Asfahl, Cook, Johns and <br />Henn. Voting No: None. Absent: Commissioners Osbom and Skinner. <br /> <br />Case #$: UPDATE ON TREE CONSERVATION POLICY <br /> <br />Parks/Utilities Supervisor Boos noted that the City Council ratified the four point conservation <br />process indicating that point ~ of the policy to encourage builders to protect saved trees with <br />fencing is the only issue that can be considered controversial. <br /> <br />He voiced that there is very detailed "boilerplate language" regarding the tree conservation issues <br />for builders in the urban and planned urban development areas. <br /> <br />Chairperson Hetland remarked that the trees transplanted to the berm at Amber Ridge are dying. <br /> <br />Mr. Boos indicated that some are, and some stressed. He added that the developers, Emmerich <br />and Gorham went over and above city requirements for tree establishment which included the <br />berm. <br /> <br />Case #6: <br /> <br />REVIEW CAPITAL IMPROVEMENT PROGRAM (CIP) AND <br />RECOMMEND 1995 PROCESS <br /> <br />Parks/Utilities Supervisor Boos voiced that the CIP is one of the most important functions of the <br />Commission. <br /> <br />The Commission reviewed the 1995-2000 CIP by line item with the following <br />additions/deletions/concurrences: · <br /> <br />1995 <br /> <br />City Council feels that 2-3 parking spaces should be installed concurrent with tennis courts <br />at Fox Park. Fox Park may eventually serve as a trailhead with a link down to <br />LeTourneau's and to Trott Brook trail. <br /> <br />Mr. Schroeder explained that MNDOT will conduct a study this year of Trunk Highway <br />#47. <br /> <br />1996 <br /> <br />Tittered Park: Pave the sand parking lots. <br />Central Park: The City is working with Federal and RYAA regarding expansion and/or <br />lighting. <br /> <br />Flintwood Shelter/Playground: Mr. Schroeder indicated that the Council nodded off on <br />$32,000 from the Tax Increment Fund (TIF). <br /> <br />Sunfish Lake Picnic Area: Mr. Schroeder said the $51,500 for this project probably <br />won't be available until 1997. <br /> <br />Rivers Bend Shelter and Expansion: $5200 not enough for the shelter. Defer to 1997 <br />unless funds available in 1996 (approximately $20,000). <br /> <br />1999 <br /> <br />Forest Hideaway: Parks/Utilities Supervisor Boos is to survey residents to determine <br />what, if anything, they want done to their park.
