NOTE PLANNING COMMISSION MEETING MINUTES <br /> <br />Consensus of the Commission to note the City Council regular meeting minutes dated April 25, <br />1995. <br /> <br />CALL TO ORDER <br /> <br />Chairperson Hefland called the Park and Recreation Commission public hearing to order at 6:36 <br />p.m. <br /> <br />COMMISSION BUSINESS: <br /> <br />Case #1: CAPITAL IMPROVEMENTS PROGRAM (CIP) <br /> <br />Parks/Utilities Supervisor Boos reviewed the working draft of the CIP year-by-year. The <br />following constituted part of the discussion: <br /> <br />1996 <br /> <br />Tittemde: Chairperson Hetland inquired about installing motion detector lights at the park. <br />Mr. Boos explained that he had questioned an electrical contractor regarding the lights, and <br />was told that they won't work very well in a park setting. He will ask other contractors <br />their opinions. <br /> <br />Mr. <br /> <br />Titterude: Funds for resurfacing the tennis courts were included in the General Fund as <br />Boos feels that the project is more of a maintenance function. <br /> <br />Hockey Rink at Elementary School: Mr. Boos explained that the rinks will be better than <br />the previous ones with the pleasure rink being closer to the parking lot. Mr. Schroeder <br />questioned if $10,000 was available in interest earnings to be used toward this project. Mr. <br />Boos indicated that he did not know. The consensus of the Commission was that interest <br />earnings were an appropriate source for the rink. <br /> <br />Emerald Pond Park Phase 1I: There will be a staff analysis of the path to Sunwood. <br />Commissioner Asfahl informed the Commission that she has received mild opposition to <br />the path along the north side of 142nd leading to the park. She indicated that if given an <br />option, most residents would prefer things in the park such as a soccer field or a picnic area <br />on the island. Discussion ensued as to the cost of concrete versus bituminous, with <br />concrete being at least 30% higher in cost. <br /> <br />1997 <br /> <br />Alpine Park: City Council wants the land sold as one piece to a developer. Park dedication <br />from the sale of homes and land will be used to fund the park. <br /> <br />AEC Energy Park: Mr. Schroeder voiced that AEC will design the park. Mr. Boos <br />indicated that the City's intern is working on a concept plan as well. Chairperson Hetland <br />questioned whether funding should come from the Tax Increment Fund. Mr. Schroeder <br />indicated that the laws changed during the last session and that a proposal will probably go <br />to Council to include this area in the Tax Increment Fund. <br /> <br />Park and Recreation Commission/July 13, 1995 <br /> Page 2 of 4 <br /> <br /> <br />
