Commissioner Johns thanked the Council for the opportunity to meet and discuss issues. She felt <br />that the recent resident survey results echoed the Commission's thoughts on park development. <br />She felt the survey reflected the Park and Recreation Commission's emphasis on naturalizing. <br /> <br />Commissioner Cook stated that the Commission attempts to strike a balance between recreation <br />areas and nature areas. The survey reflects that the trail system provides recreation, nature, and <br />interpretive opportunities and serves all residents. <br /> <br />Commissioner Cook expressed concern with the Council's decision to remove the proposed trail <br />around Sunfish Lake after two families opposed the trail at the public hearing. It is the only lake <br />in Ramsey that can be used by the general public. He felt that the Council sided with the two <br />families at the expense of the majority of the residents. <br /> <br />Councilmember Peterson explained that more than two families were opposed to the trail. He <br />explained that the public doesn't realize that the lines on the map indicate proposed parks/trails, <br />and begin using them right away, violating private property. <br /> <br />Mayor Hardin said that this touched on the heart of the toughest part of the Council's job. He <br />suggested the use of flexibility and exploration of other options. <br /> <br />Councilmember Beyer voiced that everybody wants trails, but not in their backyard. She also <br />mentioned that the homeowners around Sunfish Lake were not notified. <br /> <br />Chairperson Hetland said that the homeowners don't have to be notified, although the <br />Commission is trying to be up-front with all proposals. <br /> <br />Commissioner Cook feels the public needs to be educated. <br /> <br />Mayor Hardin sees the need to set up a process with homeowners for their input and so they <br />understand what the line means. <br /> <br />Chairperson Hetland indicated that buyers and sellers need to be aware of proposed trails/parks <br />and that input should be gotten from affected homeowners prior to the line being drawn on the <br />map. <br /> <br />Councilmember Beyer stated the public assumes lines on maps are "set", not proposed, and the <br />Council is facing a similar dilemma with snowmobilers. <br /> <br />Mayor Hardin suggested contacting homeowners and having public hearings. <br /> <br />Commissioner Cook stated that only those who oppose show up for the public hearings. <br /> <br />Councilmember Beyer suggested that if only opposers show up, perhaps the case should be <br />tabled and further discussion pursued. <br /> <br />Joint City Council/Park and Recreation Commission/Sept. 14, 1995 <br /> Page 2 of 5 <br /> <br /> <br />
