Councilmember Zimmerman inquired how will what the DNR is proposing affect the trunk <br />lines behind the school. <br /> <br />Mr. Jankowski responded that it should be compatible - raising the water level six inches to <br />a foot - nothing dramatic. <br /> <br />Ben Deemer, 14501 Sunfish Lake Boulevard N.W., Ramsey, stated that when they start <br />crossing that area, to be aware of gas and water lines in place. There are two gas lines <br />skirting the wetland and one one the east side. <br /> <br />Councilmember Zimmerman thought the lines had been moved and placed on the west side <br />of Sunfish Lake Boulevard. <br /> <br />Mr. Deemer stated they may have been moved; but he thought that the pipe was still in the <br />ground. There are two extraction wells there. <br /> <br />Mr. Jankowski continued that the $1,027,000 includes some additional costs from the <br />watermain. The amount of the sewer is relatively minor. We have re-routed the interceptor <br />sewer and we did plan on extending eight-inch water lines to provide some looping for <br />development. There is some development pressure for construction of this roadway right <br />now. Good Value Homes has indicated a desire to proceed with the platting of 78 lots in <br />Chestnut Ridge 2nd Addition. Also, the City has received complaints about the volume of <br />traffic being generated down Krypton Street from the existing sewer and watered <br />subdivisions south of the proposed Sunwood Drive. Sunwood Drive would presumably <br />divert some of the traffic from these residential streets providing access onto County Road <br />#116. <br /> <br />Councilmember Zimmerman suggested that industries will be creating more traffic and ifs <br />important to get Sunwood Drive and McKinley through. This roadway is important and <br />construction costs do not get cheaper. <br /> <br />City Administrator Schroeder stated that we will want to watch the budget on this as it <br />relates to 153rd. We may want to delay construction on this but we will want to be ready <br />when we can do it. <br /> <br />Mr. Jankowski stated that at this point, we need to finalize plans and specifications. He <br />recommended rejecting the "no-build" alternative as it is inconsistent with the City's long- <br />term plan. Not providing a collector street through this area will result in unacceptable <br />levels of traffic on residential streets. Staff also recommends rejecting the alternative of <br />constructing the road up to the wetland in anticipation of a future connection. The lack of a <br />connection between the developing area and County Road #5 will not provide significant <br />relief to the existing residential streets which are currently carrying traffic north/south <br />through the existing subdivisions. In addition, it is quite likely that political opposition to <br />the future connection of this roadway will be greater as more residents populate the <br />neighborhood. Staff recommends pursuing the wetland crossing compromise proposed to <br />and accepted by the DNR. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />recommend that City Council direct the Engineering Consultants to provide final plans for <br />Sunwood Drive between Wood Pond Hills and Sunfish Lake Drive. <br /> <br />Motion carried.
