comprehensive plan); Section 22 drainage/Maintenance of County Ditch 3 (This issue is to <br />be addressed in the current storm water comprehensive plan); Catch basin on 153/155 <br />Avenue (freezing of- The Public Works Department needs to acquire thawing equipment to <br />address this growing need). <br /> <br />Councilmember Zimmerman expressed a concern about the septic field flooding. <br /> <br />Mr. Jankowski replied that the City Attorney may have to furnish guidelines on what the <br />City is liable for. <br /> <br />Councilmember Zimmerman commented that, in the past, a lot of the developers in Ramsey <br />relied on seepage to get rid of the water and that's not working in wet weather. He stated <br />that some of this may be the problem of the land owner but the City gives out the building <br />permit. <br /> <br />Mr. Jankowski commented that some of these issues may be the City's responsibility, but <br />inquired how much money the City would be willing to spend. <br /> <br />Councilmember Zimmerman suggested discussing it with the land owners to see what they <br />are willing to pay as far as cost-share. He added that the City should also look to the <br />developer for a guarantee that the drainage in the development will work the way it was <br />engineered to work. "We need higher quality subdividers who are going to be <br />responsible". <br /> <br />Mr. Jankowski stated that the City needs to have a process in place to address this issue. <br />Maybe a surcharge should be added as a way to take care of drainage problems. <br /> <br />Case //2: Status Report on Trunk Highway #47 Corridor and Access <br /> Study <br /> <br />City Engineer Jankowski reported that since the last time the Road and Bridge Committee <br />met, he received comment from Anoka County indicating they would be willing to supply <br />technical participation in the Highway #47 corridor and access study. He felt at this point, <br />it is important to proceed with a request for services to consulting engineers who have <br />developed particular expertise in this area. Mr. Jankowski suggested a steering committee <br />of the Road and Bridge Committee, City Engineer, City Administrator and a MnDOT <br />representative. <br /> <br />Upon review of the list of consultants, Councilmember Zimmerman asked that Maier <br />Stewart be added. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />modify the draft Request for Proposal (RFP) and recommend to City Council authorization <br />to solicit RFP. <br /> <br />Motion carried. Voting Yes: Councilmembers Beahen and Zimmerman. Voting No: <br />None. <br /> <br />Mr. Jankowski stated that a request had been made of the State to do another study of <br />167th Avenue and Highway #47. He received the report and the study did not warrant a <br />traffic signal.
