ROAD AND BRIDGE COMMITTEE <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Road and Bridge Committee conducted a regular meeting on Tuesday, <br />October 24, 1995, at the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Carolyn Beahen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Public Works Supervisor Merle Mevissen <br /> <br />CALL TO ORDER <br /> <br />Counciknember Zimmerman called the regular meeting of the Road and Bridge Committee <br />to order at 5:30 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />City Engineer Jankowski requested to add Case #3: Change Order for River's Bend 4th <br />Addition. <br /> <br />Consensus was to approve the agenda as amended. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #1: Update on C.R. #116/T.H. #47 1996 Intersection Upgrade <br /> <br />City Engineer Jankowski reported that ever since the C.R. #116 bridge was built over the <br />Rum River, we have experienced traffic congestion problems at C.R. #116 and T.H. #47. <br />Traffic backs up past C.R. #5 between 6:00 a.m. and 8:00 a.m. The congestion problem is <br />a result of an inadequate number of turn lanes. Anoka County has been pursuing a project <br />with the State, since the bridge opened, to add additional lanes. The State has agreed to <br />fund a project for 1996; however, the design will be handled by the County. He presented <br />a preliminary draft of such design. Mr. Jankowski reported there will be some negative <br />aspects associated with this project for some of the property owners along the way. It's <br />possible to make a left mm into River's Bend Plaza and it would have been possible to <br />make a left turn northbound into the Super America frontage road. That possibility will be <br />eliminated by the construction of a median. He asked Doug Fisher of MnDOT if there <br />would be any alternatives allowed. Mr. Fisher did not think so but would inquire about it. <br />If alternatives are possible, we would take the position of looking at the benefitted <br />properties to pay for it. There is also a significant impact on the apartment buildings; they <br />cannot come out and go southbound.
