Councilmember Beyer stated she did not want to see any "feet being dragged" on this <br />issue. She reported that after the last contract settlement, she was approached by other <br />vendors questioning why they could not bid on the service. She suggested this issue be <br />brought back for discussion in July to give other vendors a chance to bid. <br /> <br />Mr. Schroeder stated that Staff is recommending the extension; however, if Council is <br />uncomfortable with that, he felt that a bid proposal could be put together within a short <br />period of time, <br /> <br />Mayor Hardin inquired if the rest of Council felt that July was early enough to review bids <br />for 1996. <br /> <br />Councilmember Beyer stated that this contract takes the City to the end of June and the <br />extension takes us to the end of the year. She stated "we always extend it instead of doing <br />anything else about it". <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to extend the <br />proposed contract for six months to the end of 1995, at $1.27 per household and that by <br />the first meeting in July, bids will be available for Council to review for 1996, and that <br />discussion will begin at that time. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen <br />and Zimmerman. Voting No: None. <br /> <br />Case #6: Adopt Ordinance to Amend Section 9.03.04 Titled Conditional <br /> Use Permits <br /> <br />City Administrator Schroeder stated that the City was notified that its procedure when <br />issuing Conditional Use Permits is inconsistent with Minnesota Statutes §360 requirements <br />and the roles and regulations that enforce these requirements. This inconsistency is based <br />upon the City not listing that when a structure is greater than 200 feet in height, it will <br />notify the Minnesota Department of Transportation. This ordinance, containing such <br />language, was introduced at the December Council meeting and is presented now for <br />adoption. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adopt <br />Ordinance g95-02 amending Chapter 9 of the Ramsey City Code (Conditional Use <br />Permits). <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Case #7: Report from Personnel Committee <br /> <br />City Administrator Schroeder stated that the Personnel Committee met earlier and discussed <br />the 1995 wages for the Exempt personnel. The wage package follows the same format <br />settled on by the AFSCME employees. <br /> <br />Motion by Councilmember Peterson and seconded by Mayor Hardin to approve the same <br />medical benefits for the Exempt personnel as for AFSCME employees, and approve the <br />wages presented with the caveat that an additional amount of $2,914.50 be discussed at a <br />separate meeting regarding wage of the Police Chief.
