<br />Councilmember Jeffrey introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #07-09-259 <br /> <br />RESOLUTION AUTHORIZING $5,000 FROM THE LAWFUL GAMBLING FUND TO <br />BE USED FOR CONSTRUCTION OF OUTFIELD FENCING FOR BALLFIELDS #2 <br />AND #3 AT ALPINE PARK <br /> <br />WHEREAS, Alpine Park is a Community Park as well as a neighborhood resource; and <br /> <br />WHEREAS, many Ramsey youth each year are enrolled in the baseball program, and <br />this involvement builds positive life skills and a sense of community; and <br /> <br />WHEREAS, 'home run' fencing can benefit the experience of the sport to youth; and <br /> <br />WHEREAS, the Park and Recreation Commission has recommended a $5,000 allocation <br />from tqe Lawful Gambling Fund to construct 275' foot outfield fences for two baseball fields at <br />Alpine Park; and <br /> <br />WHEREAS, the Anoka Ramsey Athletic Association warrants that the following <br />minimum specifications shall be adhered to: <br /> <br />. A minimum of $5,000 in cash contributions is allocated to the project by ARAA and the <br />city's cash contributions do not exceed $5,000. <br />. Any contractors or vendors working on city property are licensed or permitted towork in <br />the city; and they are insured with the city receiving a certificate of insurance before any <br />work is performed. <br />. The city shall be notified before any work will begin, with an on-site preconstruction <br />conference to occur with city staff present for each trade's work. <br />. The outfield fencing fabric shall be galvanized 9 gauge chainlink, with 2" line posts and <br />2 12" terminal posts with associated materials that meet or exceed the existing fencing <br />materials specifications. <br />. The concrete maintenance strip shall be continuous; a minimum of 18" wide, greater than <br />3.5" in depth and professional finished with neatly formed edges. The center should be <br />higher than the edges to allow grass clippings to rinse off the sides - with the outer edges <br />1" higher than soil line. <br />. ARAA warrants that the outfield fencing project is approved as complete, and that any <br />additions discovered to make the project 'whole' like plastic top guards or warning tracks <br />are accommodated by ARAA. <br />. All restoration of turf etc. shall be complete by March 31 st, 2008. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />That, the City Council authorizes staff to reimburse the Anoka Ramsey Athletic Association <br />$5,000 from the Lawful Gambling Fund for the construction of outfield fences at Alpine <br />Park, pursuant to the specifications agreed to above. . <br /> <br />RESOLUTION #-07-09-259 <br />Page 1 of2 <br />
