<br />Associate Planner DaInes stated that thereis data available, but is conducted by groups from both <br />sides of the issue and is weighted accordingly. She stated that there have been court cases where <br />people have gone in and complained about the noise and said that they did not care what the <br />decibel level showed, the noise was a nuisance and they have won their case. <br /> <br />Councilmember Look stated that he feels it would make sense to allow an amended Conditional <br />Use Permit for the events that the City wouldn't consider to be noise-contributing events and <br />allow for a trial period with a Special Event Permit for the events such as motocross and <br />demolition derby. He stated that if it is found that these events make too much noise, then the <br />City would not issue any additional permits for that activity. <br /> <br />Mr. Gruber stated that Princeton holds events every Friday and Saturday and he tried to obtain <br />sound information from them and was told that they did not have any information. <br /> <br />A man from the audience ,stated that he lives near Diamonds and wanted the City Council to <br />know that there is no way he would have bought his home if he knew Diamonds was even <br />considering something like this. He stated that they moved here from Worthington where there <br />is a racing track. He stated that they lived 2 miles from the track and could hear the noise when <br />they were outdoors. He stated that he agreed with the comment made earlier that he does not <br />feel the applicant will make this big of an investment and then only hold 2 motocross events a <br />year. He stated that he feels this will open the door to holding events every weekend all summer <br />long. <br /> <br />Councilmember Dehen asked that the residents leave their names and addresses so the City can <br />keep them informed of the process as this application moves forward. <br /> <br />Councilmember Elvig stated that he feels it is an important point for the City Council to make <br />that this is not intended to turn into a weekly event, but a special event. <br /> <br />Mr. Gruber stated that holding 2 motocross events will get them on the circuit and that will be <br />difficult to get. He stated that he has no interest in this turning into a weekly event. He stated <br />that he would be fine if the City mandated that they could only hold 2 motocross events per year, <br />forever. <br /> <br />3) Discussion Regarding the Resignation of the Community Development Director <br /> <br />Mayor Gamec stated that although he was sad to learn that Community Development Director <br />Trudgeon is leaving for a position in Roseville, he wished him well and noted that he has done <br />an excellent job for the City of Ramsey. <br /> <br />Human Resources Manager Reed Kone stated that staff is recommending that Mr. Trudgeon's <br />resignation be accepted and staff be authorized to begin the recruitment process. She stated that , <br />his resignation will be effective on November 21, 2007. She stated that staff has met internally <br />to talk about the recruitment process and noted that it has been about 6 years since the City has <br />recruited for a department head position. She stated that they are recommending a 2-panel <br />interview process, similar to the process used to interview City Administrator Ulrich.
