<br />Assistant City Administrator stated that the 1/2 time police position would be $29,177 and the <br />sealcoatihg would be $12,900. <br /> <br />Councilmember Look stated that he doesn't understand how the suggested sealcoating plan <br />would be fair to residents. <br /> <br />Public Works Director Olson stated that residents paid full price the last time the road was <br />sealcoated and the longer they go, the less they will pay, percentage wise, on sealcoating. He <br />admitted that this would not be absolutely fair. He stated that the City looks at every road and <br />tries to do them every 7 years or so. <br /> <br />Councilmember Jeffrey stated that he likes the idea because it gives the City time to absorb these <br />costs. <br /> <br />Councilmember Strommen stated that she also likes this approach. <br /> <br />Police Chief Way gave some background information on the justification for a new 1/2 time <br />position officer. He reviewed the definitions of Part 1 and Part 2 offenses. He noted that <br />statistically. there has been a rise in these types of calls overall since 2002. He reviewed the <br />number of calls for service versus the number of officers and noted that the City had received <br />over 11,500 calls so far this year. He stated that crime in Minnesota is increasing about 2% per <br />year and the City is seeing a slightly larger increase. He noted that both Anoka and Elk River are <br />also seeing similar increases. He stated that more than 1 officer needs to respond to Part 1 and <br />Part 2 calls and noted that it is pretty rare when an officer responds to a call alone. <br /> <br />Councilmember Look asked if the City had seen a big difference in DUI offenses when the law <br />~angoo. . <br /> <br />Police Chief Way stated that there has not been a big effect from changing the legal level from <br />1.0 to .08. <br /> <br />Councilmember Look stated that in the information Police Chief Way presented, it appears that <br />the Part. 1 offenses, which are the more serious offenses, have doubled since 1999. <br /> <br />Police Chief Way stated that this was correct, and noted that Part 1 offenses were not just <br />homicides, but also aggravated assaults, burglaries and auto thefts. He stated that DUI's are a <br />small percentage of the Part 2 offenses, which have seen things like narcotics offenses greatly <br />mcrease. <br /> <br />Councilmember Look stated that it appears that proportionally, the community is seeing a larger <br />percentage of Part 1 offenses. <br /> <br />Police Chief Way stated that Ramsey's, as well as Anoka County's, numbers are showing these <br />mcreases. <br /> <br />City Council Work Session / October 30, 2007 <br />Page 14 of 19 <br />
