Police Chief Way stated that there were 16 cars, 6 snowmobiles and a few motorcycles. He
stated that he has pictures that he will share with the City Council at a future meeting. He stated
that the homeowner video taped the entire process, but overall, was quite pleasant throughout the
clean up process. He stated that there was an abatement on the 5000 block of 143rd which cost
$141. He noted that he has received a request for a first hearing, which has not been done
before. He stated. that there was one issue with a lawn not being mowed and after the City sent
notice that if the work wasn't completed by a set date, the City would be sending someone to
take care of it and bill the homeowner. He stated that the property was not mowed and a
company showed up to take care of it and was confronted by the homeowner and the police were
called to the scene and ended up standing by until the lawn was mowed.

Councilmember Look stated that he spoke with the owner of the clean up company that handled
the Rivlyn Drive clean up work. He stated that the homeowner thanked the crew for being so
conscientious with his stuff as he was very attached to some of the items. He stated that the
clean up crew seemed to spend time helping the homeowner through this process. He suggested
that it would be helpful if the City got this message out in the Ramsey Resident, so residents
know that the City is taking these abatements seriously.

Mayor Gamec stated that the City would have to be very sensitive about how that is worded.

Councilmember Dehen stated that he likes the idea of communication and feels that something
should be included showing people what is allowed and not allowed. He stated that there could
be something in the Ramsey Resident that spells out what people can do with vehicles, where
they can park trailers, etc. .

Councilmember Elvig stated that he likes the idea of making people aware of the abatement
process and what is allowed, but is concerned that the City doesn't look like it is pounding its
chest that the big, bad City can go out and take care of the problem. He stated that he feels the
City needs to tread lightly, but make people aware of the process.

Councilmembei Dehen stated that he would like to talk about what occurred at the last City
Council meeting when the school board official was present to, in his opinion, advocate a certain
political issue. He stated that he feels the City Council should have the discussion about whether
it will allow that type of forum in the future and whether the City Councii should have a specific
time limit on the citizen input portion of the meeting.

Mayor Gamec stated that there is supposed to be a time limit to the citizen input.

Councilmember Dehen stated that he is at the City Council meetings to do City business and not
to listen to a political view. He stated that he feels that there should be a time limit or the power
to shut down this type of political situation.

Councilmember Jeffrey stated that he agrees wi.th the idea of limiting the time.

City Council Work Session / October 30, 2007
Page 17 of19
