<br />Public Works Director Olson stated that iflighting were put in, the neighbors to the north would <br />probably have an issue with that. He stated that the City also recently installed a permanent <br />fence as part of a grant received from the Minnesota Twins and would like the tower to stay <br />away from the other fields. <br /> <br />Councilmember Elvig asked if there was a possibility of locating a tower along the path of the <br />high voltage lines and the possibility of having a land preservation of green space area around <br />I . <br />the tower rather thana park setting. <br /> <br />Councilmember Strommen stated that she did not feel a cell phone tower was consistent with <br />either green space or open space purposes. She stated that she thinks the City may need to deal <br />with this tower location, but reiterated that she feels it is important to take another look at the <br />ordinance and, in the future, not locate towers within parks. <br /> <br />Councilmember Olson asked the radius of where this tower could be located to get the coverage . <br />they would like. <br /> <br />Mr. Edwards stated that the tower would need to be about ~ to 1/2 time mile north and % of a <br />mile to the east or west to get the coverage they would like. <br /> <br />Councilmember Look asked if there was a possibility to utilize the 800-megahertz tower that was <br />put in near the old City Hall. He reiterated Councilmember Elvig's question about possibly <br />utilizing the high voltage towers. He stated that if the City is committed to providing service to <br />residents, then he thinks the City should take a close look at these possibilities. <br /> <br />Mr. Edwards stated that they can easily utilize the 4-legged electrical towers, but not the <br />monopole towers that go through this area. <br /> <br />Planning Commissioner VanScoy stated that the site the Planning Commission had originally <br />recommended was not included in the photos tonight. <br /> <br />Councilmember Strommen stated that these alternatives had not been considered when it was <br />originally brought to the Commission. She reiterated that she is not sure that parks are the <br />appropriate place for cell phone towers. She stated that, in the short term, she is willing to <br />consider the proposed location and noted that her preference was the location near the ball fields. <br /> <br />Mayor Gamec stated that he would like to see the width of the tower and the location of the <br />fencing as well as how much green area will be left after everything is completed. <br /> <br />City Administrator Ulrich asked if there was interest by the City Council in seeing if the 800- <br />megahertz tower could be used for a tower location. <br /> <br />Mr. Edwards stated that this site would not cover the area that they are looking to cover. <br /> <br />City Council Work Session / October 30, 2007 <br />Page 4 of 19 <br />
