<br />Planning Commissioner VanScoy stated that residents at the public hearing were very concerned <br />about the additional noise these events would generate. He stated that he feels parking will be <br />adequate but is a bit concerned about traffic. He stated that originally thl:? application was for a <br />tractor pull, which the applicant has since pulled from their application because that event is <br />noisier than the other activities. He stated that they also removed the snowmobile event from the <br />calendar also for noise reasons. <br /> <br />Mayor Gamec stated that he understands resident's noise concerns because this area is pretty <br />residential. He cited the noise from the Anoka County Fair being a problem for area residents. <br /> <br />Planning Commissioner VanScoy stated that he also has concerns that the Town Center is <br />directly across from this area and the City is encouraging residential development that would be <br />closer than the existing residential area near Diamonds. <br /> <br />Councilmember Dehen stated that he had a procedural question about when the City Council <br />holds joint meetings with the Planning Commission. <br /> <br />Mayor Gamec stated that the City Council tries to meet twice a year with each commission, but <br />sometimes there are issues where the commission has a concern and the City Council will hold a <br />joint meeting. <br /> <br />Planning Commissioner Levine stated that when certain issues come up, it is good to have <br />people, such as the Planning Commission, who have dug a little deeper into the issue. to give <br />feedback and information to the City Council. He stated that perhaps it would be a good idea to <br />have even more joint sessions or have more representation of what they have found at the City <br />Council meetings. <br /> <br />Associate Planner DaInes stated that for this particular issue, there were a lot of things that could <br />go either way, such as the number of events, the time of the events, and the Special Use Permit <br />request. She noted that the Planning Commission does not look at Special Use Permits, so they <br />felt it made sense to discuss this issue at a joint meeting. <br /> <br />Councilmember Dehen asked if the Planning Commission voted to have a joint session on this <br />item. <br /> <br />Planning Commissioner Levine stated that more often than not, the Planning Commission is <br />invited to come to a joint meeting. <br /> <br />Councilmember Strommen stated that there really isn't a procedure for when joint meetings are <br />held. She stated that, in this case, the Planning Commission just felt it made sense to talk to the <br />City Council about this issue. <br /> <br />Councilmember Elvig questioned how long these events would last. He stated that the City has <br />permitted some concerts that lasted about 2 hours and those have been fine, however, he is <br />concerned about motocross and demolition derby events and the noise that they will emit.
