<br />Councilmember Look stated that there was a summary of sound research submitted and <br />according to the acceptable sound levels; the homes in the area are all further away than the <br />standards listed. He stated that he is not concerned about the effect on Dayton residents and is <br />not convinced that the noise decibels will exceed the limits set in the City Code. He stated that <br />he personally enjoys motocross events and feels holding these events would help make Ramsey a <br />destination City. He stated that if a P A system was installed, it would have a volume control <br />and the City could consider rules to regulate the volume levels. <br /> <br />Councilmember Elvig stated that the fair grounds are used more than once a year for events. He <br />stated that his daughter participates in riding events there a few times a month. He stated that <br />there are also a lot of 4H events held there along with tractor pulls and car shows. He noted that <br />the P A system is used for all the events. He stated that he feels they keep the sound toned down <br />and agrees that the City could mitigate some sound. He stated that the challenge will be in late <br />fall and early spring when sounds travels a bit more because there is not foliage on the trees to <br />provide some buffer. He stated that he is still a little squeamish about the motocross and <br />demolition derby events. He stated that these events would be held 4 times a. year and it will <br />come down to a toss up between commerce and what the City Council is trying to do for the <br />City. He stated that he doesn't feel there is any other place in the City where this would be <br />acceptable. <br /> <br />Councilmember Look stated that the City expected to get complaints about the Tribute to the <br />Troops event and didn't. He stated that he thinks the event was packaged so that people knew <br />what was going to happen and didn't have issues. He suggested that the City give permission for <br />the events on a trial basis and see how the community responds. <br /> <br />Councilmember Olson stated that she agrees that these are activities that would draw people to <br />town and agrees with the activities discussed that create less noise. She stated that she realizes <br />motocross and demolition derby events are popular and suggested that rather than 2 of each of <br />these type events, that only 1 of each is permitted on a trial basis to see what happens. She stated <br />that the City could monitor the decibel levels and public reaction and address the issue again next <br />year once the City has that information. <br /> <br />Planning Commissioner VanScoy stated that the applicant will need to invest money to build a <br />track and the supporting things, which would be quite a financial risk for him. He stated that the <br />applicant has already held music events. He stated that while he also has concerns about the <br />noise, he is excited about getting some events like this to come into Ramsey. He noted that the <br />current proposal for sound mitigation is 10-foot berms for the racing area. <br /> <br />Councilmember Ehrig stated that he feels the City should get data on sound mitigation and not <br />just sit back in our armchairs and make an arbitrary decision. He suggested that testing be done <br />in the area. <br /> <br />Mayor Gamec stated that the police department has the sound equipment needed and suggested <br />that they conduct the testing. <br /> <br />City Council Work Session / October 30, 2007 <br />Page,S of 19 <br />
