Motion by Councilmember Peterson and seconded by Councilmember Beahen to adopt <br />Resolution #95-02-046 providing for the issuance and sale of $2,600,000 General <br />Obligation Tax Increment Bonds, Series 1995A. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer <br />and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beahen to schedule <br />a special meeting on Tuesday, March 21, 1995 at 6:45 p.m. to award the sale of said <br />bonds. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Ms. Hart updated Council on the 1995 spring events which include the Becky Weiss <br />Memorial Bike Road-eo, Annual Pet Clinic, Spring Recycling Day and the Environmental <br />Expo. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to <br />authorize Staff to finalize scheduling of the four annual spring events and to proceed with <br />the planning process. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to adopt <br />Resolution g95-02-047 proclaiming April 29, 1995 as "Arbor Day" and the month of May <br />as "Arbor Month". <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen <br />and Peterson. Voting No: None. <br /> <br />Ms. Hart explained that the Finance Committee discussed the 1995 CIP Park Improvement <br />Budget and recommended approval of the ballfields, fencing and electrical work for Central <br />Park, soccer goals/nets and bleachers for River's Bend Park and a backstop and bleachers <br />for Rabbit Park. It was decided that the development for Whispering Pines Park and Fox <br />Park would be discussed further at a subsequent meeting. The monies budgeted from the <br />Park Trust Fund are actual dollars on hand from the various Park Districts with additional <br />funding budgeted from the Landfill Trust Fund interest earnings. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to approve of <br />the 1995 CIP Park Improvement Budgets with revenue sources as indicated. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson <br />and Zimmerman. <br /> <br />Ms. Hart stated that Fire Chief Kapler had requested a mobile phone for Engine #1 to allow <br />for communications at the fire scene to be made to the State Fire Marshall's Office, Central <br />Communications and others. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beyer to authorize the <br />installation of the phone and the charges associated with it for the Fire Department's Engine <br />#1. <br /> <br />City Council/February 28, 1995 <br /> Page 11 of 14 <br /> <br /> <br />
