Continuation of CITY COUNCIL WORKSHOP <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council reconvened a workshop on Monday, March 13, 1995, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Steven Schwanke, RLK Associates, Ltd. <br />Bill Smith, Biko Associates <br />Planning Commissioner Terry Hendriksen <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin reconvened the meeting at 6:40 p.m. <br /> <br />COUNCIL BUSINESS: <br /> <br />Case gl: Review Options for Amendments to the Land Use and <br /> Transportation Elements of the City's Comprehensive Plan <br /> <br />The Mayor prefaced the discussion by providing a handout including a policy statement <br />regarding the intent of the Comprehensive Plan. Members of the Council expressed their <br />opinions regarding the transportation network as well as potential land uses in Ramsey <br />south of 153rd/155th. Mr. Jim Martin, representing Tooth Acres, expressed concerns that <br />his land not be rezoned and that a bridge location decision be determined one way or the <br />other. <br /> <br />Council consensus on the bridge location is that the plan narrative state that a bridge could <br />occur between Ramsey Boulevard and Puma Street, but that the actual location not be <br />determined at this time. Further, that approximately at Puma Street, a T.H. #10 overpass <br />be depicted as an extension of Puma, C.R. #116 or local collector extending from C.R. <br />#116. Also that land uses east of Armstrong Boulevard and south of C.R. #116 generally <br />be guided as commercial/industrial with most of the balance of land uses being mixed <br />residential, single family residential or open space. Council further determined that the <br />park plan will be brought to the March 21, 1995 public hearing without amendment but for <br />elimination of Mississippi River crossing references. <br /> <br />The consultants were asked to prepare an exhibit for public hearing discussion depicting the <br />above general thoughts for public comment. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to adjourn the <br />workshop. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson <br />and Zimmerman.
