CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, March 14, 1995, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />Police Chief Mike Auspos <br />City Attorney Bill Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the regular meeting of the City Council to order at 7:00 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Rod Caouette, 17320 Driscoll Street N.W., Ramsey, stated that he has talked to the Police <br />Chief about the laws of driving on the shoulders. He reported that anytime he is making a <br />left turn, someone behind him uses the turn lane or shoulder to pass him on the right. He <br />suggested bigger signs letting motorists know this is illegal and also stricter enforcement of <br />the laws. He stated he has even seen cars passing a school bus making a turn. He <br />suggested something has to be done about this. <br /> <br />Police Chief Auspos stated that he will review the signs to see if they need improvement. <br />He added that as long as there are patrol cars in the vicinity, people do not do this sort of <br />thing. <br /> <br />Mayor Hardin inquired if a resident can call and let the police know they saw such a <br />happening. <br /> <br />Chief Auspos stated if they get the license numbers they could; however, they would <br />probably have to go to court, etc. <br /> <br />William Orvis, 14860 St. Francis Boulevard N.W., Ramsey, inquired why Council is <br />allowing Gary Gorham to put an access onto Highway #47 and inquired the necessity of a <br />road for just 18 houses. <br /> <br />City Engineer Jankowski replied that it's important for the houses to have access to the <br />highway. The City, too, is concerned about safety and has contacted the Highway <br />Department for approval of the accesses. No comment has been received as yet. He <br />explained that the location (across from 149th Lane N.W.) is a good site distance and <br />added that he suggested we could provide for acceleration/deceleration lanes to allow traffic <br />to by-pass the cars coming out. They would be amenable to closing the access on 153rd so <br />there would still just be the same amount of accesses.
