Commercial; between 1980 and 1990, the land fronting Highway #10 was zoned B-1 Commercial, <br />with the remainder zoned Single-Family Dwelling. Between the 1950's and 1980, this acreage <br />was zoned I-1 Industrial. He stated he realizes he is powerless to affect Council's decision <br />regarding location of the future bridge, but reminded Council that he has always been as <br />cooperative as possible with their former plans. He expressed a desire that Council make a final <br />decision regarding the bridge location so he can make future plans for his property. He asked that <br />Council not change the plan designation of his land from Business until the location of the bridge is <br />officially relocated and until he can be guaranteed that a Highway #10 service road from the east <br />will serve his property. He called attention to the fact that Mr. Torkelson also made an agreement <br />with Herb and Marcella Huseby (former owners of the park land, who have a life estate) that a <br />road would not come across the park. He offered that, at some point, he may be able to straighten <br />that out if the City so desires. He felt the service road is important because, without Highway #10 <br />access, which will at some point be taken from him if the bridge location is changed, residential <br />development of his 45.9 acres will be blighted, because its only access to and from his present land <br />will be through an industrial neighborhood. Mr. Martin recommended that the service road across <br />the park (and his land if it is designated as "Mixed Residential) should be located adjacent to <br />Highway #10 right-of-way as it will detract from the value of these uses to be set back from the <br />highway to allow highway frontage sites. He also asked that Council notify the Anoka County <br />Parks Department that Ramsey will no longer prohibit the Parks Department from acquiring his <br />45.9 acres, so that they can become a bidder for the property. <br /> <br />Mayor Hardin informed Mr. Martin that the area he is concerned about is still anticipated as <br />business use. <br /> <br />Ken Wagner, 16380 Hedgehog Street N.W., Ramsey, stated that the map he was given doesn't <br />show a frontage road on Highway #10 between Sunfish Lake Boulevard and Ramsey Boulevard. <br /> <br />City Administrator Schroeder noted three mistakes on the map handed out tonight. 1) The <br />frontage road between Sunfish Lake Boulevard and 1,000 feet west of Ramsey Boulevard, south <br />of the tracks and north of Highway #10. 2) Sunwood Drive west of County Road #5 is not <br />shown on the black and white map. 3) Mr. Martin's property is shown as residential and <br />Council's intent is commercial. <br /> <br />Wayne Johnson stated that the bridge, as Mr. Martin pointed out, has been analyzed and re- <br />analyzed for 15 to 20 years. We know the State of Minnesota does not have any funding for a <br />river crossing between Elk River and Anoka in their 20-year plan. He stated that three years ago, <br />he, along with Mr. Dick Klusak, proposed constructing a private bridge between the Cities of <br />Ramsey and Dayton. Residents of the City of Dayton were adamantly opposed. He suggested a <br />coalition or committee be organized with representatives of the Cities of Ramsey and Dayton, <br />Anoka County, MnDOT and at-large, to deal with this on a consistent basis to move it to a <br />conclusion. It appears to be in a state of drift. <br /> <br />Mayor Hardin stated that the City of Dayton is going through the same situation as Ramsey - <br />updating their comprehensive plan. Their transportation committee signed off on an alignment for <br />a potential bridge corridor and are still in the process of reviewing that. They have had a couple of <br />public hearings but it has not gone to Council as yet. <br /> <br />Mr. Martin stated that looking at that alignment of roads to the south of the river - if you take the <br />present route and drop directly south, you will strike the new #610.
