Councilmember Beyer inquired if there is any way to compensate for the damage already
done.

Mr. Jankowski reiterated that the City did have communication with the school engineers -
they were aware of what was going to be done.

Councilmember Beyer stated that even though we did have the communication, she still
feels responsible.

Mayor Hardin suggested reviewing different alignments and discussion this issue at a later
date.

Councilmember Beyer reiterated that as a Councilmember, she feels very responsible.

Case #10: Petition Requesting the Closure of 171st Avenue N.W.
between Bison Street N.W. and Zeolite Street N.W.

Councilmember Zimmerman stated he was called by some people on 171 st Avenue N.W.
about a petition to vacate that. He agreed with Mrs. Dusbabek that the chances of closing
171 st Avenue are rather slim. He thought the City could do something like speed bumps or
a stop sign to .protect the children in the area. He reported that he went around in his own
area at one pmnt and got a stop sign and he feels it's very worthwhile.

Councilmember Peterson questioned if the problem is speed or the amount of traffic. He
felt it was more the amount of traffic.

Councilmember Zimmerman stated that south of 171st on Bison, there are probably six
houses and they are probably picking up some traffic from the north.

City Administrator Schroeder disseminated City of Ramsey traffic counts.

Councilmember Peterson noted that he has about 148 cars going by his (Peterson's) house
every day.

Mr. Schroeder commented that it's not really speed or the amount of traffic - it's the
irritation of the issue as well.

Councilmember Beyer stated she would like to see Bison Street N.W. get paved. We
should bring it up again for discussion. We have discussed having all of our dirt streets
paved.

City Engineer Jankowski stated that in the fall of 1993, we identified 10 or 11 projects that
had dirt streets. We did a survey on how strongly people felt about paving and by the
results, the project would not be a go.

Councilmember Zimmerman stated we should look into getting a couple of street signs,
speed bumps, etc. The streets are pretty long allowing cars to collect quite a lot of speed.

Consensus was to refer this discussion to the Road and Bridge Committee.

Mr. Jankowski suggested it may be a good idea to go through a whole summer with the
speed humps on Dysprosium before installing them elsewhere in the City.

City Council/March 28, 1995
