Janette Monear, 8513 - 164th Lane N.W., Ramsey, stated that she works for the Twin City <br />Tree Trust and that they are working with the schools and the State regarding ELA's. <br />Ramsey Elementary will be a showcase State-wide. A lot of time and dollars are going into <br />this area. This is one school that came to her over two years ago with a mission. Anoka <br />Electric Cooperative has agreed to fund this, along with several others. She stated that we <br />have our children environmental learning - it is a State mandate. There are seven schools in <br />the Metro Area with ELA's; however, some have so little resources. Ramsey has wetland, <br />prairie land, wild life, etc. She made a plea to Council that they listen to the people who are <br />asking that this area be preserved and stressed the importance of showing our children land <br />stewardship. We need to communicate - we can teach our children values. This is part of <br />Ramsey's infrastructure, and she asked that a hold be put on this project until other actions <br />can be reviewed. We have to reach a compromise and keep together as a community. <br /> <br />Wayne Olson, Ramsey, stated he is representing people on 151st Lane and adjacent to Fox <br />Knoll. This water and sewer system is going through to service the area. We fully support <br />people from the ELA and we do not want to see this land destroyed or disturbed any more <br />than it has been now. He stated they have an additional concern. We moved out here for <br />the quality of life in Ramsey. It's a quiet area without a lot of traffic. We now have a <br />situation where we are placing 22 houses on 23 acres. Not all 23 acres are buildable. This <br />is allowable because of sewer and water, and this will increase traffic and change our <br />quality of life. We knew the land was going to be built on someday. We were told that it <br />may be five to eight years before City services would be available to us. At that time, we <br />felt it would be one house per 10 acre lot; unfortunately, it seems we have to fight this <br />battle about Fox Knoll. We were assured by the Planning Commission that it would be <br />two ten-acre parcels and if sewer and water came in, they could subdivide. Now, five to <br />six months later, we are having to come back and defend the same issue which is our right <br />to quality life ~ that's not right. We defend the school and the trail system. We objected to <br />some of the things they were doing but we see what they have done and we appreciate it. <br />He asked that the area not be developed into more than two ten-acre lots and that the sewer <br />and water services not come through. <br /> <br />Jim Green, 5858 - 151st Lane N.W., Ramsey, stated that the #1 Station is in his back <br />yard. If that is destroyed, so is his view from his house. It seems funny that the City even <br />thinks about running the line down through the area. He reported that in the City of Blaine, <br />trees are really protected. He suggested running the line down the street, not through the <br />nature area. There is no sense in doing it this way, there has to be an alternative way. <br /> <br />Michael Max, 16284 Uranium Street N.W., Ramsey, stated that putting a line here is part <br />of an infrastructure for sewer - the ELA is part of the infrastructure for people of our <br />community. He added "we moved out here for community". <br /> <br />Beth Kuehn, 17836 Sodium Street N.W., Ramsey, presented Council with a petition <br />requesting an alternate route be chosen for the sewer line. The petition received 145 <br />signatures in four days. <br /> <br />Doug Fountain, 15255 Garnet Street N.W., Ramsey, stated he has. a different subject to <br />discuss. The Anoka Municipal Electric line for the western boundary of the Waste <br />Management property and the east border of Garnet between 149th and 153rd. He inquired <br />what the City's policy is on a public hearing regarding projects such as this. <br /> <br />City Administrator Schroeder stated that with this particular project, we requested that the <br />electric company notify all parties by mail, which they did, plus we have held a couple of <br />meetings where we discussed this. <br /> <br />City Council/March 28, 1995 <br /> Page 4 of 13 <br /> <br /> <br />
