that staff review business licensing. Licensing should cause a site visit. Businesses <br />should be alerted in advance as to the site visit and what will be reviewed. We should <br />consider increases in license fees including potential extra charges for inspections or <br />licensure for properties not in compliance, Attorney Goodrich should be consulted on <br />these proposed changes. Council also suggested that they have received complaints of staff <br />retaliation in the code area. They proposed that staff should remain cognizant of the <br />sensitiveness of this issue area. <br /> <br />Case #2: T.H. #47 Corridor Study <br /> <br />Council briefly discussed the need for a T.H. #47 Corridor Study. Mr. Schroeder <br />reminded Council that $10,000 was in the budget for this study and $300,000 was <br />currently programmed within the five-year CIP as a municipal contribution toward <br />intersection improvements on the corridor (1998). Council suggested that staff develop a <br />transportation impact fee for new subdivisions. It was also suggested that the State and <br />Anoka County be actively involved in the corridor study and that our legislative officials <br />and County Commissioner be informed of City issues related to transportation. <br /> <br />Case #4: Engineering Consultant Selection <br /> <br />Council briefly discussed the engineering consultant selection process. It was suggested <br />that Attorney Goodrich be asked for a legal opinion on necessity for Council appointment <br />of consulting engineers or a list thereof at either the first meeting of the year or periodically <br />thereafter. <br /> <br />Council requested that this issue be further discussed at a future work session. <br /> <br />Council also requested that Attorney Goodrich address the issue of conflict of interest, <br />when it is declared during a Council meeting, when voting can occur and when a member <br />should absent themselves from the discussion. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1 ) Personnel Items <br /> <br />A brief discussion was held on personnel items. Council was alerted that we have received <br />a resignation from Accounting Supervisor Mary Gomez. Council also was informed that <br />the Assistant to the City Administrator position is unfilled. Council directed that the City <br />Administrator discuss this issue with members of the Personnel Committee. If no <br />reservations are received by these persons, then a hiring decision should be made from the <br />top candidates. <br /> <br />ADJOURNMENT <br /> <br />By consensus, the meeting was adjourned at 8:55 p.m. <br /> <br />Ryan R.
