CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, April 11, 1995, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the regular City Council meeting to order at 7:05 p.m. and led in the <br />Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Ben Deemer, 14501 Sunfish lake Boulevard N.W., Ramsey, presented City Council with a <br />memo from himself regarding a memo circulated at the beginning of March that he was <br />unaware of until just recently. The memo circulated in March has become public <br />knowledge and he feels the contents damage his reputation. He requested City Council to <br />please read the memo and address at a later time. <br /> <br />Steve Croteau, 5939 - 151st Lane N.W., Ramsey, conveyed his personal concern and that <br />of others about prevailing attitudes relating to residential development in the City. He <br />stated he moved to Ramsey in 1993, from Champlin where he had neighbors on both <br />sides. He told Council of his search for the perfect lot to build a home on, etc., which he <br />eventually found in the City of Ramsey. At that time, he inquired of the time line for City <br />sewer and water as that posed the most serious threat both in economics and quality of life <br />He stated he was told by then City Administrator Dave Hartley that it would be eight to <br />twelve years and also that the utilities would have to be petitioned for. He added that he <br />and the neighbors with 2.5 acre lots feel that Fox Knoll will destroy their dream. The Fox <br />Knoll development project was brought to the City's Planning Commission in October <br />1994. Mark Kleckner was proposing a subdivision of two, 10-acre lots which was <br />approved by the Planning Commission. Six months later, this subdivision now proposes <br />22 homes and the residents of 151st Lane plan to "battle" for quality of life. We have been <br />to a series of meetings and it's become quite evident that the people are looking for mature <br />leadership relative to future development of our City. We have met with people numerous <br />times that we have met through meetings such as this. We organized the Ramsey Residents <br />for Responsible Government. He disseminated a copy and read the organization's <br />Mission Statement which is asking that a moratorium be implemented on the expansion of <br />sanitary sewer into any new or existing residential area within or beyond the current MUSA <br />and to insure that any request to the Metropolitan Council for expansion of the MUSA be <br />ratified by the majority of voters prior to submission.
