Bridge Committee was that if it did not involve changes in land use, it should not have to <br />involve a public hearing. <br /> <br />Councilmember Zimmerman inquired when this report might be done. <br /> <br />Mr. Jankowski responded that a lot of that depends on what the final scope of the study is - <br />but possibly next fall. He stated he would like to focus on Highway #47 itself as opposed <br />to getting into the area-wide plan. <br /> <br />Case #12: Report from Finance Committee <br /> <br />Finance Officer Hart stated that the Windemere Woods case discussed by the Finance <br />Committee refers to escrow being retained for driveway construction. The City's policy is <br />not to pay interest on escrow accounts and the Finance Committee recommended the policy <br />remain as is. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to maintain <br />the City's policy of not paying interest on escrow accounts. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen <br />and Zimmerman. Voting No: None. <br /> <br />Ms. Hart reported that a group of Anoka High School students are proposing to create and <br />administer a survey of Ramsey residents as part of their community service efforts. The <br />concept of the survey is to explore residents' vision for Ramsey in the year 2010. They <br />have requested funding for postage for the surveys. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to authorize <br />necessary expenditures up to $264 for completion of the survey and that this amount be <br />absorbed within the existing Administrative Budget. At the end of the year, any overages <br />could be covered through reallocation from the contingency fund. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Ms. Hart stated that the su'eet lighting map, along with the most recent list of priorities, has <br />been forwarded to Police Chief Auspos for his review. He has indicated that he and <br />Community Development Intern Lindahl will be working on this task and a revised list of <br />priorities and new cost calculations will be submitted for review and approval at the <br />Finance Committee meeting on June 27, 1995. <br /> <br />Ms. Hart explained that the Finance Committee discussed licensing group homes and <br />recommended the City not do it. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Beyer to ratify the <br />Finance Committee's recommendation and not license group homes but that Staff should <br />check on State legislation with regard to same. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />Ms. Hart stated that the Finance Committee discussed the Fox Park Budget and <br />Development Plan and recommended approval with the addition of a parking allowance. <br /> <br />City Council/May 23, 1995 <br /> Page 14 of 18 <br /> <br /> <br />
