CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, May 23, 1995, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the regular meeting of the City Council to order at 7:08 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />INTRODUCE BOY SCOUT GROUP <br /> <br />Mayor Hardin called attention to the Boy Scout Troop in the audience. <br /> <br />Troop Leader Greg Gilbertson introduced the Scouts of Ramsey Troop #362. He <br />explained that attending a City meeting is helping them to earn their merit badges. <br /> <br />CITIZEN INPUT <br /> <br />Terry Hendriksen 15631 Ramsey Boulevard N.W., Ramsey, stated he has three items to <br />discuss. 1) He stated he deposited a sufficient number of signatures to cause a Charter <br />amendment to be placed on a ballot. He expressed a thank you to the citizens who signed <br />the petition. 2) In conjunction with circulating the petition, he also met with QCTV and <br />produced a 24-minute video that covers his position on this proposed amendment. He <br />stated he would like to see it appear on Channel 16. <br /> <br />Mayor Hardin stated he thought that is what QCTV is for. <br /> <br />Councilmember Peterson stated he would like staff or the City Attorney to review the tape <br />prior to its airing. <br /> <br />City Administrator Schroeder stated that QCTV provides the opportunity for anyone to <br />produce videos - it's for public access, regardless of the nature of the video. Even if it's <br />entirely frivolous or inaccurate, they can allow it anyway. If Mr. Hendriksen agrees to <br />having staff review it prior to playing, that's fine; however, he doesn't have to do that. <br />QCTV will provide viewing of that video. <br /> <br />City Council/May 23, 1995 <br /> Page 2 of 18 <br /> <br /> <br />
