The Planning Commission recommended requiring concrete curbing at the <br />entrance from 147th Avenue, allowing bituminous curbing from that point up to the office <br />building parking area, and going back to concrete curbing around the parking area and at <br />the Fen'et Street entrance.. City staff is recommending all of the areas to be concrete. <br />Because this is a commercial development in excess of five acres, the grading and drainage <br />plans have been submitted to the Lower Rum River Water Management Organization <br />(LRRWMO [WMO]). The WMO has approved a permit for the storm water system. <br /> <br />Mr. James Bromer stated that in the green space, they have in the neighborhood of at least <br />10 feet or better and staffis proposing another 20 feet. We do not have a problem putting a <br />fence in the area but we would like to plant in the green space versus going another 10 feet <br />off the property line. We would like to plant trees in that space. He felt they would be in <br />compliance with City Code. We are requesting to plant on the property line. <br /> <br />Councilmember Zimmerman stated the County Road is the one that needs screening the <br />most. <br /> <br />Mr. Bromer stated that they will be putting in a five-foot berm. We will have five-foot pine <br />trees on the top of that berm. There may be a park across from us in five years. He added <br />that he is mainly talking about 147th and Ferret Street. <br /> <br />Councilmember Peterson inquired how the ordinance reads pertaining to this. <br /> <br />Ms. Frolik replied that it's ambiguous. <br /> <br />Consensus of the Council was that they didn't have a problem with Kenko's proposed <br />location for planting the trees. <br /> <br />Mayor Hardin stated, with regard to curbing, he would like it to be consistent with City <br />Code. <br /> <br />Councilmember Peterson inquired if it's basically a matter of cost. <br /> <br />Mr. Bromer felt they did not need that additional expense. If you are looking at it from cost <br />over function, we can put concrete where it shows. <br /> <br />Mr. Jankowski stated that it looks better and last longer. You can control the grade more <br />precisely also. <br /> <br />Mr. Bromer questioned who's going to see it and added that he will not allow a bad job to <br />be done as he has an image to maintain too. He added that he is concerned with cost. <br /> <br />Mr. Jankowski suggested reducing the width of the driveway. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to <br />approve the proposed site plan for Kenko, Inc. contingent upon compliance with City Staff <br />review letter dated April 26, 1995, and to allow plantings within the 20-foot green space <br />and to go with all concrete curbing. <br /> <br />Motion carried.
