Absent: Mayor Hardin. <br /> <br />Councilmembers Zimmerman and Beyer stated they were impressed with the number of <br />volunteers for this committee. <br /> <br />Case #5: Receive Bids and Award Contract for the 1995 Street <br /> Maintenance Program <br /> <br />City Engineer Jankowski reported that the bids were opened for the 1995 Street <br />Maintenance Program. He summarized there are 10 projects, eight of which consist of <br />crack filling, followed by a chip sealcoating. Two projects involve one and one-half inch <br />bituminous overlay. As in previous years, a single contract document has been prepared <br />for the street program which has been separated into three major work divisions (A) crack <br />filling; (B) sealcoating; and (C) bituminous overlay work. He explained that this year, he <br />requested an alternate price on the sealcoating portion of the work for utilizing a fractured <br />granite chip as aggregate cover for the bituminous, in place of the rounded pea gravel <br />which has been used in the past. The advantages of this chip includes better skid resistance <br />since it provides a rougher surface, the granite is harder than the pea gravel causing less <br />wear of the aggregate and less potential for the chip to be dislodged from turning tires. The <br />disadvantages include high cost - about 25 percent more than the pea gravel. Mr. <br />Jankowski's opinion is that the added cost of the fractured granite chip is justified only on <br />the sealcoating project of 153/155 Avenue from C.S.A.H. #5 to C.R. #56. The better skid <br />resistance, particularly in view of the curves on this roadway, and the higher amount of <br />traffic, make this a logical project to evaluate the performance of this chip. Mr. Jankowski <br />presented an analysis of the bid price. The unit's prices for the crack filling (Division A) <br />and the bituminous overlays (Division C) came in 11% and 7.8%, respectively, below <br />these estimated in the feasibility study. However, the unit price for the sealcoat came in <br />22.4% over the feasibility study estimate. He explained that the reasons contributing to the <br />large fluctuations in price include higher bituminous prices, less City-owned aggregate <br />from previous years which the contractor is allowed to screen and reuse, and a less <br />competitive bidding atmosphere. The lower crack fill cost will not impact the total cost of <br />the crack fill/sealcoat projects as greatly as the increased sealcoat costs, since the crack fill <br />represents in the range of only 15 to 35% of the construction costs. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to adopt <br />Resolution g95-05-121 receiving bids and awarding contract for Improvement Project g95- <br />01 through g95-08 (1995 Street Maintenance Program - Crack Filling) to Bergman <br />Companies Inc. in an amount of $16,206.27. <br /> <br />Motion carried.
