Mr. Sipe stated he has a problem with being told you have to store your vehicle inside.

Councilmember Beyer stated she wants any further action on this to cease and desist until
Council has had a chance to discuss the language of the code.

Mr. Sipe felt that if Council is going to discuss the language of the code, the entire City
should be notified so they can show up to give opinions.

Doug Fountain, 15255 Garnet Street N.W., Ramsey, stated that many, many years ago,
one of the first thing he noticed in Ramsey was the lack of code enforcement. Whenever
new sections were added to the code, he asked Council if they were really planning to
enforce it. He felt that the entire code needed to be reviewed and what is needed should be
kept or added and what isn't, should be deleted.

Motion by Councilmember Peterson and seconded by Councilmember Beyer to direct Staff
to continue to inventory this issue, but to not send out any more letters and the current
letters will be tabled. The one ton-issue also has to be addressed and a workshop must be
scheduled.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen
and Zimmerman. Voting No: None.

Motion by Councilmember Beyer and seconded by Councilmember Zimmerman that all
CUP application fees be refunded, in full, as soon as possible - including those that have
already gone to the Planning Commission.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman,
Beahen, and Hardin. Voting No: None.

Case #16: Report from Road and Bridge Committee

1 ) Drainage Issues

City Engineer Jankowski stated that the Road and Bridge Committee was presented with a
summary of the drainage issues identified. The Committee instructed him to meet with the
City Attorney to determine guidelines which are drainage issues but not the City's
responsibility and which can be addressed within the comprehensive plan we are
undertaking fight now.

Council ratified the recommendations of the Road and Bridge Committee.

2) Status Report on Trunk Highway #47 Corridor and Access Study

City Engineer Jankowski reported that the Road and Bridge Committee received report on
the status of the Trunk Highway #47 Corridor and Access and directed him to send out
Request for Proposals to Strgar-Roscoe-Fausch, Inc., BRW, Inc., Short-Elliot-
Hendrikson, Inc., TKDA and Associates, Inc. and Maier Stewart.

Motion by Councilmember Beahen and seconded by Councilmember Beyer to authorize
that RFP's be sent to the above-named consulting firms.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson
and Zimmerman. Voting No: None.

Case #17: Report from Finance Committee

City Council/June 27, 1995
