Konrad Haskins added that many people are unaware that a certificate is required by State law in <br />order for persons under the age of 18 to ride snowmobiles. <br /> <br />Mickey Adams asked what the penalty was for minors who ride without a certificate. <br /> <br />Sergeant Gustafson replied that they could be ticketed and the machines towed. A minor must be <br />at least 12 years of age to earn this certificate. <br /> <br />Bob Peterson stated that a basic trail could conceivably be in place in approximately 18 months. <br /> <br />Konrad Haskins stated that he would support a minimum snow cover requirement. <br /> <br />John Lindeen added that he would support volunteer snowmobile policing. <br /> <br />Bob Peterson reported that the Coon Rapids Snow Barons have authorized ten persons to issue <br />warning tickets. The effectiveness is by way of distributing educational materials and follow-up <br />by license number of the snowmobile. Mr. Peterson maintained that violators need to be tagged. <br /> <br />Mrs. Alan Pearson asked, if trails are the answer, why then are the fields used rather than the <br />designated area in the ditches of Highway #10. <br /> <br />Mayor Hardin suggested that another meeting be scheduled for sometime in August and again in <br />September. In the meantime, staff will gather information regarding snowmobiling regulations <br />from other cities. Additional items for consideration would include river access, establishment of a <br />trail system, an enforcement plan, signs erected by the Police Department, snow cover <br />requirements, education, and DNR grants for trails. <br /> <br />Bruce Courteau mentioned that with the Anoka County Fair coming up, information could be <br />distributed regarding this issue. <br /> <br />It was suggested that Anoka County's Rum River Central Park would be a good access to the Rum <br />River. <br /> <br />A1 Pearson recalled that when he was a City Councilmember, there was much discussion regarding <br />snowmobiling and this initiated the ordinance amendment regarding snowmobiling within the <br />MUSA boundary. Now it is time to police themselves, or the City will disallow snowmobiling <br />altogether. <br /> <br />David Laurel reminded others that whether they like it or not, all snowmobilers are responsible for <br />those who are irresponsible. The Police Department cannot be expected to be everywhere all the <br />time because of a lack of resources. <br /> <br />ADJOURNMENT <br /> <br />Mayor Hardin adjourned the meeting at 7:53 p.m. <br /> <br />Respectfully submitted, <br /> <br />Colleen C.
