Councilmember Zimmerman suggested that seven members of the EDC and two property <br />owners doesn't seem to be a real balanced board and that maybe it would be better to have <br />three and four. <br /> <br />Councilmember Peterson did not disagree with the suggestion but stated that many of the <br />EDC members are business owners already. <br /> <br />Couneilmember Beyer inquired why it would be the EDC and not the Planning <br />Commission reviewing this. <br /> <br />Mr. Schroeder replied that the Planning Commission reviews site plans and this is actual <br />aesthetics. <br /> <br />Councilmember Beyer felt it should be up to the Planning Commission. <br /> <br />Councilmember Zimmerman suggested having a couple members from each of the <br />Commissions serve on the board. <br /> <br />Zoning Administrator Frolik explained that this is not exempting new building owners from <br />the site plan process. They would first take it to the Architectural Review Board to make <br />sure it meets with the covenants. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to present this <br />idea to the Economic Development Commission and the Planning Commission and, if <br />agreeable, come back to Council with a recommendation of who the two members from <br />each Commission are that would serve on the Architectural Review Board. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen <br />and Zimmerman. Voting No: None. <br /> <br />Case #8: Telecommunications Permit Ordinance <br /> <br />City Administrator Schroeder stated that recently the League of Minnesota Cities and the <br />Suburban Rate Authority prepared a model telecommunications ordinance. The intent is to <br />provide a vehicle wherein the City identifies the procedures for location of telephone and <br />similar electronics lines within City rights-of-way. Also, the ordinance will discuss <br />property disruption and repair thereof. He stated that he amended the League's draft of this <br />ordinance slightly for Council to review. If Council feels this should be pursued, he <br />recommended that the City Attorney review it. This ordinance states what will happen if <br />utilities ask to use the City's right-of-ways. The idea was that there would be a uniform <br />ordinance throughout the State of Minnesota, but because it did not get through, it was <br />recommended that we as individual cities should adopt this ordinance. It would be a bit <br />different but the content and purpose would be similar. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to direct staff <br />to send this draft ordinance to the City Attorney for his review and based on his comments, <br />possibly introduce it at the next meeting. If the City Attorney feels this particular ordinance <br />should not be introduced, he could come back and talk about the problem areas. <br /> <br />Motion carried.
