land. Technically, they never had enough votes to do it in the first place. He felt he should <br />not have to pay $5,000 for everyone else to drive down this road. He inquired where his <br />property will be improved and added that it's all because of these two homes. This should <br />never have been allowed by City Council. They should have had to pay for the whole <br />road. Kaisershot has just a basement there and he wants the road so he can sell his <br />property. Mr. Sanders stated he does not understand this whole thing and added that he <br />does not like it being shoved down his throat. This should all have been done at once. <br /> <br />Mayor Hardin stated he would assume that at some point in time the rest of the road will be <br />blacktopped. <br /> <br />Tim Dusbabek, 7821 - 171st Avenue N.W., Ramsey,.stated that he has been involved in <br />all these meetings relating to the paving of Bison Street and he would like to know what <br />will transpire in the future. We have been holding the ball this whole time as far as traffic <br />is concerned and inquired if it was his burden of proof to keep bringing this up. He <br />inquired if Council was against grass roots citizens. He repeated "some time in the future <br />the rest of the road will get paved" and stated that's not saying anything concrete. He <br />stated he has offered to pay for a portion of paving Bison Street and felt that malignant <br />neglect is occurring here. Eight years ago the Planning Commission recommended the <br />paving should be done. Mr. Dusbabek stated he knows Council is just hoping that this will <br />all go away and inquired who they are supporting. <br /> <br />Mayor Hardin stated that what is being supported is the City Charter process. If there is a <br />petition for a project with the required amount of signatures, Council will proceed with it. I <br />take some offense to the question of who we support and added that that City has tried to <br />start the petition also. <br /> <br />Mr. Schroeder commented that Mr. Dusbabek's concern is that the paving project will <br />result in increased traffic and the City is suggesting that a traffic study be conducted. <br /> <br />Mr. Dusbabek stated he wants some concrete statements. He wants a traffic assessment <br />within three months of the paving. He talked about some of the safety issues and <br />commented on being treated fairly and that Council should not have double standards. <br /> <br />Mayor Hardin suggested that no one is able to tell what will happen on furore projects and <br />reiterated that there's a legal process to go through. <br /> <br />The traffic study was discussed further. Mr. Schroeder thought the traffic would decrease. <br />It was under 100 cars a day and residential streets are designed for 1,000 cars; therefore, <br />110 is not unreasonable. He inquired what number Mr. Dusbabek is looking for. When <br />the traffic is counted, it will be brought back to Council's attention. <br /> <br />Mr. Dusbabek stated you said you will take into consideration the prior traffic pattern, you <br />are trying to set me up and say this is not bad. He asked that a decision be made and added <br />that he is frustrated. He questioned if he had to go back to the Planning Commission or <br />what course of action he should take. <br /> <br />Counciimember Zimmerman stated that Trott Brook, to the south, went through and the <br />Planning Commission recommended that Bison go through but the City Council made a <br />cul-de-sac out of it. <br /> <br />Mr. Dusbabek stated that the City Engineer showed it as one project and then all of a <br />sudden there was paving of the south part of Trott Brook Ridge and they would have to <br />make it a temporary cul-de-sac. <br /> <br />City Council/August 22, 1995 <br /> Page 6 of 13 <br /> <br /> <br />
