money toward that program. We have to be able to confiscate machines, etc. Then word
will get around to the people who violate the laws. Mr. A1 Pearson has experienced a
considerable amount of crop damage. He's tired of people believing they can ride
anywhere they want. Some people do not mind snowmobilers, providing they stay on the
shoulder.

A resident inquired if Council is interested in supporting a trail system, if they are interested
in long-term problem solving by providing a place to go to. This would solve a lot of
problems, philosophically and financially.

Councilmember Zimmerman stated he is interested and that the long-term answer to the
problem would be to get a trail.

A resident commented that you still have to have a way to get to the trail. If you have to
load up a snowmobile to go a mile, you may as well go five miles. He stated he would not
have a problem if the City were exceedingly strict and gave tickets out to the abuser but you
should not take everyone's rights away because of those who are breaking the law.

Chief Auspos stated that one of the biggest problems in enforcement are ones who do not
want to make a nice turn, they just head across someone's yard. In the 10 seconds or less
it takes to do that, no one will get a license number. If we get a call on it, the person will
be long gone.

A resident felt that just because it's difficult to enforce, the City should not take this right
away from everyone else.

Another resident stated that you are forgetting about these guys who are getting their
driveways snowed in from snowmobiles.

Chief Auspos stated that one of the biggest problems we have is that streets are being used
for recreational tiding. They are to get to and from a place for snowmobiling - not for
recreation. That's one of the biggest problems we have here.

A resident stated that all over the state you can ride all over. Farmers put up signs that
direct keep left or keep tight. Every now and then you get some people who do not abide
by the roles but he felt if you put up a simple sign, or a snow fence, it may help.

Another resident stated that if you print the ordinance/regulations in the paper, maybe 90%
of the people would think before doing.

A resident stated that it's been in the paper for the last five years. If half of these people
fight as hard for trails as they fight to tide, we would have trails.

Jim Connelly asked what Council has done this year as far as funding relating to the
snowmobiling problem.

Councilmember Peterson responded that in January or February, we had a couple of people
come in to help out. He inquired of Chief Auspos if all the funding given last year had
been spent.

Chief Auspos replied no, we got abut three patrols out before the weather wouldn't allow
more.

A resident suggested allowing a few citizens to hand out warnings.

Snowmobile Committee/August 28, 1995
