CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, September 12, 1995, <br />at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the regular meeting of the City Council to order at 7:02 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Natalie Juskiewicz, 151st Lane, Ramsey, stated that the cities of Andover, Anoka, Bethel, <br />Blaine, Brooklyn Park, Champlin, Elk River, New Hope, Osseo and Plymouth all have <br />construction hours that begin at 7:00 a.m. "According to the Ramsey City Council, <br />construction needs an early start in the summer. "We are talking Minnesota". I do not <br />understand why varying weather has a bearing on having to start at 6:00 a.m. The start <br />time was written into the City Code 20 years ago - that start time was appropriate for then - <br />not for now." She stated there has been a problem with construction beginning at 5:30 and <br />suggested that Ramsey should get in line with the 21st century and the other communities <br />and have a later start time for construction. She noted that Council has received a petition <br />her husband circulated. He got 99 percent of the people he talked to to sign the petition. <br />She stated that residents pay taxes to Ramsey and Ramsey should consider resident's <br />feelings and have the start time for construction revised to 7:00 a.m. <br /> <br />Mayor Hardin informed Ms. Juskiewicz that this issue is one of the cases on tonight's <br />agenda. <br /> <br />Tom Kurak, 15001 Sunfish Lake Boulevard, Ramsey, stated that, about a month ago, City <br />Council voted on the Sunwood Drive alignment. He had called to see if this was going to <br />be on the agenda and was told that some grading would be discussed, so he did not come <br />to that meeting. He wondered if Council would consider a couple other alignments. One is <br />a bit more "curvey" and probably will not work but the other alternative he's speaking of <br />will work. He added that it also only affects his property. Since the meeting where <br />Council voted on the alignment, he has met with Staff to show his alternatives. <br /> <br />City Administrator Schroeder stated that staff did not have these particular drawings at the <br />Road and Bridge Committee meeting that night but we had some similar drawings. We <br />have had some conversation with Tom and Patty Kurak after that City Council meeting <br />where the alignment was chosen. He stated that the largest issue with this project has been <br />the wetlands.
