Planning Commissioner Hendriksen stated that he felt that recreational vehicles should not have
been included in the draft proposal; further that this issue should have been addressed through the
Planning Commission.

Arnie Billmark said that, in his opinion, company pick-ups driven home by business owners or
employees should be allowed to park in residential driveways.

Terry Armstrong wanted to know why most of the complainants have not shown themselves at
these meetings. There is one complainant in attendance, to whom Mr. Armstrong respectfully
acknowledged the legitimacy of her complaint.

Zoning Administrator Frolik cited that zoning regulations are in place to limit growth of commercial
business to industrial areas.

Another citizen said he believed that the zoning regulations do not make sense and the City of
Ramsey is trying to control the lives of citizens.

John Tracy stated that he feels that the City needs to be stricter in enforcement of zoning
regulations and work with those who have been here a long time, also that this proposal is too far
reaching and a more genteel approach is required.

Marlys Williams - 5180 - 157th Avenue - felt that accumulation of junk cars is just as unsightly as
commercial vehicles and the City is wrong to allow it to continue.

Mayor Hardin explained that this is the reason for the workshop, in order to make conditions more
manageable.

Penny Miller - 9027 - '176th Avenue - recently moved into Ramsey and prior to purchasing their
home, asked the 'neighbors if they had objections to parking a dump truck in their yard. A
conditional use permit was denied when someone employed by the City reportedly told her they
could do this as long as the neighbors had no objections.

Councilmember Beahen directed Zoning Administrator Frolik to check the stage at which Lois
Moore's complaint is at.

Terry Armstrong asked that screening be a viable alternative because vandalism is the driving
reason for bringing the vehicles home.

Scott Ritzer stated that he feels the conditional use permit issues need to be addressed. He has
improved the property by a large margin and this has greatlY increased his building costs.

Mayor Hardin and Councilmember Zimmerman are of the opinion that the permitting process is the
answer to this issue.

Viclde Orcutt asked what was involved in the permit process.

Councilmember Beyer explained the process to her.

Jeff Martin stated that it is his belief that once a business reaches a certain size, they should find
another parcel in a proper zoning district. The intent should not be to restrict the self-employed
person. He suggested surveying surrounding communities for their policies.

Steve Sipe said that he disagrees with the existing permit process.

City Council Workshop/September 20, 1995
