COUNCIL BUSINESS/PUBLIC HEARING <br /> <br />Case #1 - 10: <br /> <br />Public Hearings and Levy of Assessments for the 1995 <br />Street Maintenance Program <br /> <br />City Engineer Jankowski reported there are 10 public hearings to conduct pertaining to the <br />1995 Street Maintenance Program. He presented a brief overview of each project which <br />includes eight sealcoafings and two bituminous overlays. Mr. Jankowski summarized the <br />assessment/petition process. <br /> <br />#1: 095-01: Seaicoat and Crack Fill to River's Bend 1st, 2nd and Plaza <br /> Additions <br /> <br />Mayor Hardin adjourned the regular portion of the City Council meeting at 7:12 p.m. in <br />order to conduct the public hearing. <br /> <br />Public Hearin~ <br /> <br />Mayor Hardin called the public hearing to order at 7:12 p.m. <br /> <br />Citizen Input <br /> <br />Bob Potter, 14368 Waco Street N.W., Ramsey, stated that his concern is not the amount of <br />money for the assessment but the assessment itself. He was a resident of Anoka for 30 <br />years and was never assessed for street maintenance. He stated that Waco Street is a very <br />long street and very heavily traveled. He questioned if with the heavy traffic, would this <br />street still be sealcoated at the 7-year intervals. <br /> <br />Mr. Jankowski assured him that the travel should not hasten the need for extra sealcoating. <br /> <br />John Stong, 14737 Xkimo Street N.W., Ramsey, stated that the amount of the assessment <br />is not a big deal; however, he thought that sealcoating had just been done in his area about <br />five years prior. <br /> <br />Mr. Jankowski replied that it was done in 1988. <br /> <br />Mr. Stong didn't remember being assessed at that time. <br /> <br />Mr. Jankowski stated that the developer put up an amount for the f'u'st sealcoat. <br /> <br />Mr. Stong reported that the job previously done was done poorly. He expressed concern <br />about loose rocks and when the sweeping is done. He inquired how the decision is made <br />to do the streets. <br /> <br />Mr. Jankowski explained that the streets are reviewed for wear. With regard to the <br />aggregate, this year he required the sweeping be done three days after the sealcoat. <br />However, while the loose gravel is a hazard, three days is too soon. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Peterson to close <br />the public heating. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Peterson, <br />Beahen and Beyer. Voting No: None. <br /> <br />City Council/September 26, 1995 <br /> Page 5 of 22 <br /> <br /> <br />
