CITY COUNCIL
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council conducted a special meeting on Tuesday, October 3, 1995, at the
Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota.

Members Present:

Mayor Glen Hardin
Councilmember Carolyn Beahen
Councilmember Sheila Beyer
Councilmember Kenneth Peterson
Councilmember Gerald Zimmerman

Also Present:

City Administrator Ryan Schroeder
City Engineer Steve Jankowski
City Attorney Bill Goodrich

CALL TO ORDER

Mayor Hardin called the special meeting of the City Council to order at 6:00 p.m. and led in
the Pledge of Allegiance to the Flag.

CITIZEN INPUT

None

APPROVE AGENDA

Motion by Councilmember Peterson and seconded by Councilmember Beahen to approve
the agenda as presented.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer
and Zimmerman. Voting No: None.

COUNCIL BUSINESS:

Case #1: Improvement Project g95-14 Haubrich Addition

City Administrator Schroeder stated that at the last meeting, City Council considered
ordering Improvement Project g95-14, which is municipal sanitary sewer, water extension,
storm sewer, and street improvements to Haubrich Addition. At that meeting, Council
directed that staff acquire an appraisal on the affected properties. He reported that he had
placed copies of such appraisal at the Council's table. He reported that he and the City
Attorney had reviewed the appraisal which estimates that there will be an increase in value
sufficient to support the assessment discussed. Barbarossa does have the ability, by
change order, to complete IP g95-14 this year should the City Council award the contract
this evening. At the present, we have been pursuing two possible projects; the watermain
as a trunk down 151 st without connecting to the properties. Construction of the trunk line
is just under $38,000; $102,000 above the $38,000 includes the upgrade. Staff was to
gain an appraisal and that was done with the appropriate appraisal techniques which is that
the property must benefit from the improvement showing the highest and best use of the
land. The affected properties will benefit at least by the amount of the proposed
assessment.

City Council/October 3, 1995
