Mr. Schroeder explained that if the project occurs in 1995 - "on the tickler file" - that <br />address would not be on our file until 2000. <br /> <br />Councilmember Beyer stated she has a real problem with Council putting a time limit on the <br />hookup. She would like to see language included that says when the well or septic system <br />fails, then they could hookup. She felt it's unfair of the City to put language in there <br />forcing them to hookup. She stated that the Haubrich Addition is a new subdivision - it <br />was rural when people moved out to it. She suggested this is not the only subdivision this <br />type of instance could occur. <br /> <br />Mr. Schroeder stated that if you are talking a small number of people not hooking up, that <br />doesn't create such a problem; however, as the numbers grow, it will create a revenue <br />problem. If out of 100 people in a subdivision, 50 do not connect, this becomes a long- <br />term issue. There needs to be a date certain. <br /> <br />Councilmember Zimmerman stated it would be incumbent upon City staff to keep sewer <br />and water out of the areas that do not want it. He agreed with the language proposed by <br />Councilmember Beyer about when the system fails, then they could hook up. <br /> <br />Mayor Hardin stated this is dealing with projects that are petitioned for as well. We are not <br />forcing people and we do need a date certain. <br /> <br />Councilmember Peterson agreed with Mayor Hardin about the date certain. His concern is, <br />that the way it is written, it is only the people who petition against the project will get the <br />deferment. <br /> <br />Mr. Schroeder explained it is written that way because it is the belief that the person who <br />petitioned against a project, does not want the project. <br /> <br />Councilmember Beyer felt that Council should be more considerate of its residents. <br /> <br />Mayor Hardin responded that this is actually an intent to be more considerate; we are trying <br />to address these concerns. <br /> <br />Councilmember Zimmerman inquired who decides the length of consideration and who <br />grants the deferment. <br /> <br />Mayor Hardin stated that the property owner would apply for that deferment. <br /> <br />Councilmember Peterson suggested that Attorney Goodrich can amend the language to <br />make it more clear. <br /> <br />Councilmember Beyer suggested that there is a problem with lack of communication here. <br />This is another thing where we would have to make more people aware of what's going <br />on. <br /> <br />Councilmember Peterson stated that if a person is involved in a project, they would get a <br />letter from the City. This could also be published in the Ramsey Resident. <br /> <br />Mr. Goodrich stated that this is not regarding assessments, it is regarding hook up. City <br />staff will be contacting each of the property owners separately letting them know this is <br />available if they qualify. <br /> <br />Mr. Schroeder added that this would also pick a date in the future for hookup. <br /> <br />City Council/October 24, 1995 <br /> Page 10 of 19 <br /> <br /> <br />
