Mayor Hardin stated that the Council understands the important role RYAA has played;
however, the Park and Recreation Commission made a unanimous decision - this has
nothing to do with RYAA.

Councilmember Zimmerman asked about the criteria for getting on a commission and asked
if longevity in the City doesn't carry any weight at all. He felt he could not vote for
someone who has just moved into the community over someone who has done a lot of
volunteer work.

Motion by Councilmember Peterson and seconded by Mayor Hardin to appoint Steve L.
Ostmm to the Park and Recreation Commission to a term to expire October 31, 1997.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen and
Beyer. Voting No: Councilmember Zimmerman.

Motion by Councilmember Peterson and seconded by Councilmember Beyer to reappoint
Beth Asfahl and Michael Skinner to the Park and Recreation Commission to terms to expire
on October 31, 1997. This does not include the reappointment of Ronald Hetland.

Further discussion: Mayor Hardin inquired why the motion was to not include the
appointment of Ron Hetland. Councilmember Peterson replied that Mr. Hetiand may have
been on the Commission too long. He felt the way Mr. Hetland has handled people and
meetings is not what he is looking for in a Commissioner. He is very short and terse with
people.

Motion carded. Voting Yes: Councilmembers Peterson, Beyer, Beahen and Zimmerman.
Voting No: Mayor Hardin.

Council directed that Attomey Goodrich give direction on how to best establish another
position and, as far as an ex officio - the pluses and minuses.

ADJOURNMENT

Motion by Councilmember Beahen and seconded by Councilmember Beyer to adjourn the
meeting.

Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson
and Zimmerman. Voting No: None.

The regular meeting of the City Council adjoumed at 9:50 p.m.

Respectfully submit~d,

J6 Thieling ~
Recording Secretary (.. ~/

oede~~~
City Administrator

City Council/October 24, 1995
