CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, October 24, 1995, at <br />the Ramsey Municipal Center, 15153 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilmember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Jessie Hart <br />City Engineer Steve Jankowski <br />Zoning Administrator Sylvia Frolik <br />Police Chief Mike Auspos <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Hardin called the regular meeting of the City Council to order at 7:02 p.m. and led <br />in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />Sue Martinson, 15669 Juniper Ridge Drive NW, Ramsey, stated she would like to speak to <br />the Lighthouse Liquor License case when it is opened for discussion. <br /> <br />Reid Droegemueller, 16159 Marble Street NW, Ramsey, requested to speak relating to the <br />selection of a Park and Recreation Commissioner. On Thursday, October 12, 1995, he <br />was invited to a meeting of the Park and Recreation Commission. There was a vacancy on <br />the Commission and he had submitted an application. Margaret Connelly and Steve <br />Ostmm had also submitted applications. Mr. Droegemueller informed the Council that he <br />has been a resident of the City of Ramsey for nine years, Margaret Connelly has been a <br />resident of Ramsey for 18 years and Steve Ostrum has lived in Ramsey since August 24, <br />1995. Ms. Connelly has a long list of volunteer and paid positions with Ramsey and its <br />youth. In his opinion, she would be a very good Park and Recreation Commissioner. Mr. <br />Droegemueller stated that he is presently the vice-president of the Ramsey Youth Athletic <br />Association and has been for two years. He has been director of the 5th and 6th grade <br />baseball organization and others. He summarized his involvement with the Boy Scouts <br />also. He pointed out that he has served the youth of Ramsey for nine years. Mr. Ostmm <br />has been a park commissioner in another state. Mr. Droegemueller stated that after the <br />interviews were completed, the Commission selected Mr. Ostmm to serve on their board <br />and he (Droegemueller) found that unacceptable. He felt the youth are again pushed away <br />with no representative. He continued that when he raised the question of who will <br />represent the youth in Ramsey to Park and Recreation Commission Chairperson Ron <br />Hetland, he was given a lecture about RYAA's involvement. He (Droegemueller) <br />summarized the money spent and the labor involvement that the RYAA has undertaken. He <br />added that when Mr. Boos has a project that RYAA can help with, they offer to do so. He <br />added that with what the participants pay to play sports, the RYAA cannot be expected to <br />build its own parks.
