required the removal of mature oak trees along the west property line. The City approached <br />Bjorklund's with a proposal for a property exchange in order to save the tree line as a <br />buffer between the existing heavy industrial uses and the light industrial development <br />occurring in Business Park 95, and still give Bjorklund's room to expand. In addition, <br />Bjorklund's found that it would also be necessary to acquire about one-half acre from their <br />neighbor, Julian Johnson Construction, to accomnxxhte their future growth plans. All of <br />these property exchanges and acquisitions have been agreed to, in addition to the fact that <br />the City would be responsible for the certificate of survey. That certificate of survey has <br />not been prepared and the location and dimensions of property lines is crucial to preparation <br />of a site plan. Ms. Frolik continued that staff is recommending that this site plan review be <br />processed in two stages; the first stage this fall will allow Mr. Bjorldund to construct the <br />structure that will enclose his operation and the second stage will address the required site <br />improvements based on a current site survey. Staff originally recommended the following <br />improvements because of the business' visibility fi'om Uranium Street: 1) soffits and facia <br />be applied to the existing structure as well as the expansion area; 2) prefabricated stone <br />panels be applied to the lower one-third of the existing west wall; and 3) pre-fabricated <br />stone panels be applied to the lower one-third of the existing and expanded north wall, <br />except for the middle section which will be consumed with an overhead door to allow truck <br />entry to the cement tower. Ms. Frolik reported that when the Planning Commission <br />reviewed the proposal, they recommended that only the west wall be upgraded. The basis <br />for their recommendation was that the north wall of the facility faces the back wall of the <br />Communicor facility with only 60 feet of separation. Mr. Bjorklund indicated that he will <br />apply a real brick facade rather than pre-fabricated stone panels to the lower one-third of the <br />north wall. As a part of the second phase of the site plan review, Mr. Bjorklund is <br />agreeable to the City revisiting the issue of whether or not the upgrading of the north is <br />necessary or justified. The setbacks, lot coverage, pavement, curbing and landscaping will <br />be confu'med and/or addressed under the second phase of the site plan review following <br />completion of the site survey. The Planning Commission also recommended that the final <br />action for the conveyance of property to Mr. Bjorklund be contingent upon the City <br />receiving his application for site plan approval of Phase II. <br /> <br />Jim Lindberg, Attorney for Bjorklund, disseminated pictures of the operation and explained <br />that Bjorklunds wants to enclose the area for business and aesthetics. He commented that <br />Mr. Bjorklund wants to put up some natural brick and do some landscaping. He expressed <br />agreement with the report from the Planning Commission and that timing is becoming an <br />issue. Mr. Bjorklund would like the enclosure completed yet this fall. <br /> <br />Mayor Hardin inquired if the brick would be installed under the fu'st phase. <br /> <br />Mr. Lindberg responded no. He added that the brick is not really justified but that Mr. <br />Bjorklund has agreed to it. We can revisit the north wall if Council feels there is the need <br />to upgrade. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Beyer to approve <br />Phase I of the Bjorklund Ready Mix site plan contingent upon application of soffits and <br />facia to the existing and expanded structure and upgrading 33 percent of the area of the <br />west wall with a brick facade. <br /> <br />Motion carried.
