Commissioner Dee~ suggested drafting Ramsey's changes, and he inquired if there was a
consensus inform the County that the City of Ramsey finds a 50-foot setback excessive.

Mr. Jankowski explained that the County has already conceded that and that's why they changed
it. He reported that the County wants what they have for right-of-way, and then for the City of
Ramsey to enforce its local zoning requirements.

Motion by Councilmember Peterson and seconded by Councilmember Beyer to direct Staff to
prepare an ordinance change modifying thoroughfare setbacks along county roads to be 60 feet
from the centerline of the existing right-of-way plus the City's local applicable setback.

Further Discussion: Commissioner Hendriksen stated that depending on the positioning of the
home, the local applicable setback could be 35 to 40 feet if it is a front yard and 5 to 20 feet, which
is not equitable, if it is a side or rear yard. Mayor Hardin suggested the Planning Commission
could address an equitable, uniform local structure setback from county roads at one of their
meetings.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, and Zimmerman,
Commissioners Bawden, Deemer, Hendriksen,, Terry, and Thom& Voting No: None. Absent:
Councilmember Beahen and Commissioners Holland and LaDue.

Motion by Councilmember Peterson and seconded by Councilmember Beyer to direct Staff and the
Planning Commission to deal with the issue of an equitable, uniform local structure setback from
county roads and return to City Council with a recommendation.

Further Discussion: Commissioner Deemer advised that the Planning Commission will be dealing
with another section of Chapter 9 at their regular Planning Commission meeting to be held
following this meeting, and he suggested that maybe the Planning Commission should take a look
at all of Chapter 9 and get it ready for approval of the City Council. Ms. Frolik reported that City
Attorney Bill Goodrich and Jim Gromberg (Economic Development Coordinator) are working on
recodifying all of Chapter 9. Councflmember Beyer stated she didn't think Mr. Gromberg should
be working on this, it is the mandate of the Planning Commission. Councilmember Peterson
advised that if the Planning Commission determines the need for major revisions, they should
return to City Council for discussion before proceeding.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, and Zimmerman,
Commissioners Bawden, Deemer, Hendriksen,, Terry, and Thomd. Voting No: None.
