Motion by Councilmember Zimmerman and seconded by Councilmember Beahen to solicit <br />proposal for not-to-exceed costs from the following engineering consultants for Well No. 3 <br />- Bonestroo, Rosene, Anderlik and Associates, Progressive Consulting Engineers Inc., <br />Hakanson Anderson Inc. John Oliver Inc.; and OSM Inc. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to solicit <br />proposals for not-to-exceed costs from the following engineering consultants for the <br />McKinley Street and Utility Extension - Hakanson Anderson, John Oliver Inc.; and MSA <br />Inc. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Zimmerman, Beyer <br />and Peterson. Voting No: None. <br /> <br />4) <br /> <br />Adopt Ordinance Amending Subdivision Ordinance to Require Impact <br />Fees for Arterial Streets <br /> <br />City Engineer Jankowski reported that a request was received from the Minnesota Builder's <br />Association to table any action on the impact fees for arterial streets until a meeting could be <br />set up with them to discuss it. The Road and Bridge Committee is recommending no action <br />at this time. <br /> <br />City Council ratified such action. <br /> <br />5) Land Acquisition for Sunwood Drive <br /> <br />City Engineer Jankowski noted a sketch of the alignment of Sunwood Drive through Ben <br />Deemer's property. He reported that conversations with Mr. Deemer have raised several <br />issues which should receive input from the City Council. One of the concerns is a group of <br />large oak trees on the property. Both the engineer and Mr. Deemer feel these oaks can be <br />protected. The City needs to obtain Parcel E for the right-of-way of Sunwood Drive. <br />Acquisition of that parcel will sever Parcel F from the buildable portion of Mr. Deemer's <br />property. Less than an acre of this parcel toward its eastern boundary would be necessary <br />for a drainage easement to establish a sedimentation pond. He wondered if there is public <br />interest in acquiring the remainder of Parcel F. Mr. Deemer does not wish to sell Parcel F <br />because he prefers not to have public access to the lake. It is expected that the public will <br />attempt access anyway due to Sunwood Drive being directly adjacent. It should also be <br />expected that severance of this parcel will result in an acquisition cost. Mr. Jankowski <br />continued that we should pursue acquisition of this property through eminent domain. <br />Doing so will address any concerns about favoritism given Mr. Deemer's position on the <br />Planning Commission. Mr. Deemer has stated his concurrence with this position. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Zimmerman to <br />authorize appraisals for land acquisition with regard to Sunwood Drive. <br /> <br />Motion carded.
