Consensus of the Council was that the session should be held on January 6 and that a brief <br />description of the session be sent out to all of Council. <br /> <br />Case #18: Adopt Resolution Approving Anoka Area Ice Arena <br /> Association. Application for a Premise Permit for Lawful <br /> Gambling at JR's Saloon and Food <br /> <br />Mayor Hardin stated he pulled this issue from the Consent Agenda because he intends to <br />abstain from voting~ He had no other comment. <br /> <br />Motion by Councilmember Beahen and seconded by Councilmember Peterson to adopt <br />Resolution 4/95-12-281 approving Anoka Area Ice Arena Association Application for a <br />Premise Permit for lawful Gambling at JR's Saloon and Food. <br /> <br />Motion carried. Voting Yes: Councilmembers Beahen, Peterson, Beyer and Zimmerman. <br />Voting No: None. Abstain: Mayor Hardin. <br /> <br />MAYOR/COUNCIL INPUT <br /> <br />1) Comprehensive Plan Narrative <br /> <br />City Administrator Schroeder stated that staff is looking for comment from the City Council <br />on the Comprehensive Plan narrative. This will be discussed at the first meeting in <br />January. <br /> <br />2) Insurance <br /> <br />City Administrator Schroeder stated that every year at this time the City reviews its <br />insurance coverage. He explained about binding and postdating coverage. <br /> <br />3) Charter Commission <br /> <br />City Administrator Schroeder stated that the Charter Commission has been reviewing the <br />following issues: ward versus at large Council system, primary versus no primary election <br />and the term of the Mayor. They will be discussing the length of the Mayor's term at their <br />January 18 meeting and would welcome Councilmembers present to give input. It appears <br />they will not be recommending a City primary or the ward versus at large system. Mr. <br />Schroeder thought they would be suggesting changing the term of Mayor to four years. <br /> <br />4) Police Department Building <br /> <br />City Administrator Schroeder informed Council that staff sent out requests for <br />qualifications with a deadline of December 28. These will be forwarded to Council. There <br />are 16 to 18 companies interested right now and the budget numbers appear to be good. <br /> <br />5) Annual Report <br /> <br />City Administrator Schroeder reported that the annual report will appear in the next issue of <br />the Ramsey Resident. He pointed out that site plan approval has been granted to just over <br />475,000 square feet of commercial/industrial or institutional space.
