Mr. Tinklenberg explained that the process will take its first major step on July 24th at which <br />time local officials will meet to discuss the corridor. Then the preparation of the report will <br />occur which will incorporate other studies. That report will then be available for public comment <br />in September. The recommendations will come to the Council and they can start the official <br />mapping process. He thought that the City should be well into the process in the fall and be <br />concluded in November or December. <br /> <br />Councilmember Cook stated that he had a very difficult time moving forward with the <br />moratorium and if The Tinklenberg Group ends up needing another six months he probably <br />would not vote in favor of it. <br /> <br />Mayor Gamec stated that he questions why the moratorium is needed from the Anoka border up <br />to Ramsey Boulevard. His feeling is that if they are going to get the North Star Corridor into the <br />area they will not see anything along Highway #10 for many years. The City needs tax base to <br />bring in more money. Some of the people on vacant land may have the opportunity to sell it. If <br />they were to allow the land from Ramsey Boulevard to the east to develop the City would be <br />better off financially. If Highway #10 is redeveloped in 8 to 10 years, then it would be great, but <br />he did not know that that was realistic. He questioned if this was a situation where the City is <br />bailing the State out when the City doesn't receive anything in return. He stated that he was not <br />convinced that by officially mapping the property it would move the project forward. Mayor <br />Gamec inquired if the City were to purchase land under the official mapping process would the <br />City be reimbursed right a way. <br /> <br />Mr. Tinklenberg explained that with RALF funds, the City would be able to receive the funds <br />immediately. If they are using federal funds, the City would have to wait until the project was to <br />proceed before being reimbursed. <br /> <br />Mayor Gamec stated that he did not see anything from the State indicating that they were trying <br />to help the City. He noted that he would not have a problem with placing the moratorium from <br />Ramsey Boulevard to the Elk River border. <br /> <br />Mr. Tinklenberg replied that those are the political issues the Council has to address. The reason <br />the area east of Ramsey Boulevard is included is because that is where the relocation of the <br />roadway would occur. In terms of the policy issues he has not found anyone ready to help them <br />with projects and they have to go forward on their own. One thing is certain that if they don't do <br />anything it will never happen. The one way to move projects forward is to push the issue. <br /> <br />Mayor Gamec stated that the City is in need of tax base and if they are to get the North Star <br />Corridor how is that going to impact any expansion of Highway #10. He stated that he liked <br />what they were doing, but he was not encouraged that the funding is there so why hold up the <br />landowners and business owners. <br /> <br />Mr. Tinklenberg replied that the opportunity is going to be there to leverage certain funds to <br />improve areas along the corridor much sooner than the North Star Corridor.
