Mr. Tinklenberg stated that the City can wait for the State to come up with a schedule or they can <br />find a way to leverage the schedule. <br /> <br />Councilmember Cook called for the vote, seconded by Councilmember Elvig. <br /> <br />Call for the vote carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Elvig, Kurak, <br />and Zimmerman. Voting No: Councilmember Strommen. Abstain: Councilmember Pearson. <br /> <br />Motion carried. Voting Yes: Councilmembers Cook, Strommen, Elvig, and Zimmerman. <br />Voting No: Mayor Gamec. Abstain: Councilmembers Kurak and Pearson. <br /> <br />Mr. Tinklenberg stated that The Tinklenberg Group would continue to work with property <br />owners during this process. <br /> <br />Mayor Gamec requested that The Tinldenberg put together a synopsis of what happens if the <br />property is officially mapped and what the various options are. <br /> <br />Councilmember Pearson explained that the reason he abstained is that he is a property owner <br />along Highway # 10, but he did support the moratorium the Council voted on. <br /> <br />Councihnember Zimmerman stated that the improvements to Highway #10 are not going to <br />occur in the next five years, but they need to step forward as City leaders to show what will <br />happen in the future. The City needs to try and work with the State to try and solve this problem. <br /> <br />Mayor Gamec recessed the regular meeting of the City Council at 8:30 p.m. <br /> <br />Mayor Gamec called the City Council meeting back to order at 8:41 p.m. <br /> <br />Case #6: Adopt Ordinance Establishing a Gas Franchise with CenterPoint Energy <br /> <br />Finance Officer Lund stated that on June 24, 2003, the City Council introduced an ordinance <br />granting CenterPoint Energy, Minnegasco, permission to construct, operate, repair and maintain <br />in the City of Ramsey, Minnesota, a gas distribution system for the transmission or distribution <br />of gas to the City, its inhabitants, and others, and transmitting gas into and through the City, and <br />to use the public ways and public grounds for such purposes. Ordinance 84-4A was granted to <br />North Central Public Service on May 24, 1984. This ordinance established a natural gas <br />franchise with the Company they now know as CenterPoint Energy, Minnegasco, but the terms <br />made no mention of a possible franchise fee. Franchise fee terms were clearly stated in the <br />Connexus Energy and City of Anoka Electric Ordinance adopted November 24, 1992. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Pearson, to adopt Ordinance <br />#03-16 establishing a Gas Franchise with CenterPoint Energy, Minnegasco. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />City Council/July 8, 2003 <br />Page 14 of 30 <br /> <br /> <br />
